SUMMARY OF DUTIES:

The Director of Occupational Safety leads the development, implementation, and management of Amtrak's occupational safety strategy, programs, and policies in accordance with federal OSHA and FRA regulations. Provides dynamic leadership in engaging staff and management across Amtrak, and partners and collaborates with stakeholders throughout the organization to ensure effective and impactful worker safety programs are in place. Develops and leads a data-driven worker injury prevention strategy in collaboration with Operational Safety, Operations, Capital Delivery, and other key stakeholders. Oversees a team of senior managers, staff of industrial hygienists, and other occupational safety subject matter experts. Leads management of Amtrak's Construction Safety Program in collaboration with the Capital Delivery department.

ESSENTIAL FUNCTIONS:



  • Provides strategic direction for development, execution, and monitoring of Occupational Safety programs, including construction safety, ensuring alignment with Amtrak's Safety Management System (SMS), and Federal laws and regulations.
  • Establishes strategic goals and milestones for the program, establishing and tracking milestones to achieve those goals.
  • Works with senior and executive leadership across the enterprise in developing a comprehensive worker safety program to advance Amtrak's SMS through the reduction of workplace injuries.
  • Collaborates with other Safety and Operations teams and senior leadership across the company in implementing worker safety programs and compliance strategies.
  • Collaborates with Medical Services in developing implementation strategies and assessments of relevant programs.
  • Oversees development and implementation of an assurance process to drive ongoing, measurable performance improvement.
  • Oversees development of Amtrak's Construction Safety Program and ensures integration with Capital Delivery program.
  • Analyzes, monitors, and utilizes safety data such as audits, investigations, accident/injury trend analyses, and input from other group or departmental reviews to evaluate the effectiveness of Amtrak's worker safety program and lead changes and improvements as necessary.
  • Actively involved in the preparation, coordination, and facilitation of reports and meetings; including but not limited to Executive System Safety Committee, Amtrak Board of Directors, and Executive Safety Performance meetings.



MINIMUM QUALIFICATIONS:



  • Bachelor's and/or Masters Degree in safety management, occupational safety and health, physical science.
  • Greater than 10 years' experience successfully leading, developing and implementing OSHA-compliant safety programs and procedures in comparable industrial settings.
  • Proven track record leading direct reports and indirect reports, including the ability to lead and interact effectively with operations management and front line management.
  • Demonstrated experience in effectively communicating at all levels of an organization.



MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:



  • Demonstrated experience of leadership and management skills, including management and development of direct reports
  • Experience building and implementing strong worker safety programs and driving culture change to deliver continuous safety improvement.
  • Excellent written, oral, and presentation communication skills.
  • Expert knowledge of OSHA regulations for general industry (29 CFR 1910) and construction (29 CFR 1926); injury prevention programs; personal protective safety equipment.
  • Ability to analyze, interpret, summarize, communicate, and act on quantitative and qualitative data.
  • Demonstrated experience successfully managing multiple projects simultaneously.
  • Demonstrated abilities engaging and coordinating with stakeholders, including executive leadership, department management, supervision and labor as well as regulators, vendors and contractors.
  • Demonstrated success in developing, implementing, and enhancing occupational safety programs and documented procedures.
  • Experience in a safety management systems approach.



PREFERRED QUALIFICATIONS:



  • Certification as Certified Industrial Hygienist (CIH) and/or Certified Safety Professional (CSP).
  • Background in Industrial Engineering, Six Sigma, Value Stream Mapping, Salesforce, Microsoft Office Programs to include SharePoint, PowerAps, and Visio.
  • Prior experience in the rail industry and experience with Federal Railroad Administration (FRA) regulations.
  • Prior experience in construction safety management and OSHA Safety and Health Regulations for Construction at 29 CFR 1926.
  • Experience designing and developing processes and procedures in compliance with an ISO 45001 or AS9100 Quality Management Systems



WORK ENVIRONMENT:



  • Frequent use of computer systems in an office environment.
  • Field-based work at active rail yards and operations, and construction sites.
  • Travel as needed, up to 25% or more as needed based on project activity.
  • Conducts in person and/or telephone dialogues as appropriate in order to manage and conduct the flow of work.
  • Frequently handles multiple projects simultaneously.
  • Ability to work under time constraints to meet deadlines.



COMMUNICATIONS AND INTERPERSONAL SKILLS:



  • Must have excellent oral and written communication skills.



PAY TRANSPARENCY:

The salary/hourly range is$163,000 - $211,140.Pay is based on several factors includingbut not limited to education, work experience, certifications,internal equity,etc.Depending on an employee's assigned worksite or location, Amtrak may consider ageo-pay differential to be applied to the employee's base salary. Amtrak may offeradditional incentive and pay programs to recognize and reward our employees,including a short-term incentive bonus based upon factors such as individual andcompany performance that is commensurate with the level of the position and/orlong-term incentive plan compensation.
