Soft Services Manager - JLL

What this job involves: As a Soft Services Manager at JLL, you'll take ownership of a diverse portfolio spanning Vancouver, WA and Portland, OR-including industrial facilities, Class A office buildings, standard office spaces, and a hangar at PDX Airport. You'll serve as the main point of contact for the client on all day-to-day soft services operations, managing janitorial, pest control, waste management, landscaping, and snow removal across multiple sites. Given the government account nature of this portfolio, meticulous attention to detail, thorough documentation, and strict contract adherence are imperative to success. You'll oversee third-party vendor relationships, coordinate rebids, onboard new service providers, and drive projects of varying scales-all while collaborating cross-functionally with teams in projects, finance, operations, sourcing, and safety. What your day-to-day will look like:

  • Serve as the primary client contact for all soft services operations across industrial, Class A office, and airport facilities, building trusted relationships through proactive communication and exceptional service delivery
  • Oversee all soft services contracts including janitorial, pest control, waste management, and landscaping, conducting regular vendor performance reviews and quality audits to ensure contract compliance
  • Maintain rigorous documentation standards in accordance with government account requirements, including detailed record-keeping of service activities, vendor performance, and budget tracking
  • Drive the rebidding process for expiring contracts, evaluate proposals, negotiate terms, and onboard new service providers while meeting government procurement standards
  • Manage projects from small improvements to large-scale initiatives, collaborating cross-functionally with internal teams to align timelines, budgets, and client expectations
  • Respond to 24/7 on-call snow and ice emergencies at critical facilities, which may require immediate onsite presence to coordinate response efforts
  • Travel daily between multiple sites in your personal vehicle to conduct inspections and maintain strong relationships with facility teams, clients, and vendors

Required Qualifications:

  • 3+ years of experience in facilities management or soft services management with vendor and contract oversight responsibilities
  • Experience managing services at Class A office buildings, industrial facilities, or airport properties
  • REAL ID compliant identification required for site access
  • Valid driver's license and reliable personal vehicle for travel between multiple sites in the Portland and Vancouver metro area
  • Availability for 24/7 on-call snow and ice response, including ability to respond onsite during weather emergencies
  • Proficiency with Microsoft Office Suite and facility management software or CMMS platforms

Preferred Qualifications:

  • Bachelor's degree in Facilities Management, Business Administration, or a related field
  • Experience with government contracts requiring strict compliance, documentation standards, and regulatory adherence
  • Background in contract negotiation, RFP processes, and vendor onboarding within a commercial real estate, corporate, or government contracting environment
  • Experience using Corrigo or similar CMMS platforms for work order management and service tracking
  • Familiarity with budgeting, forecasting, and financial reporting for facility services
  • Knowledge of OSHA safety standards and environmental compliance related to building services
  • Certification such as FMA (Facilities Management Administrator) or CFM (Certified Facility Manager)

Location: Vancouver, WA + Travel (Weekly travel to Portland, OR and monthly travel to surrounding areas)

Estimated compensation for this position:

72,000.00 - 90,000.00 USD per year

This range is an estimate and actual compensation may differ. Final compensation packages are determined by various considerations including but not limited to candidate qualifications, location, market conditions, and internal considerations.
