Job Description

The Naval Nuclear Laboratory is seeking an experienced Project Manager to lead planning and execution support for DOE EM Decontamination & Decommissioning (D&D) activities at the Kesselring Site in West Milton, NY! This role drives the safe, efficient removal of legacy facilities and environmental liabilities while coordinating cross?program stakeholders.This position manages prerequisite work, ensures regulatory compliance, supports long?range D&D strategy, and coordinates efforts across NNL, Naval Reactors (NR), and DOE EM.

Key Responsibilities:




  • Plan and manage prerequisite work (e.g., utility relocations, projects to relocate functions from D&D facilities)
  • Coordinate communications and approvals to ensure compliance with the National Environmental Policy Act (NEPA) and State Historic Preservation Office (SHPO) requirements
  • Monitor cost and schedule performance for DOE EM prerequisite work
  • Support development of the long-range enterprise D&D strategy across Program sites
  • Coordinate Naval Nuclear Laboratory (NNL) responsibilities under the agreement among NNL, Naval Reactors (NR), and DOE EM
  • Identify and manage risks; implement mitigation strategies
  • Track project progress and drive timely execution of D&D-related work
  • Identify and implement process improvements
  • Prepare and present technical updates to NNL management and the Naval Reactors Laboratory Field Office (NRLFO)/NR
  • Collaborate with stakeholders across NNL, NR, and DOE EM and help develop new D&D program standards
  • Travel to off-site facilities for D&D activities, reviews, and meetings
  • Coordinate work and portfolios using Primavera P6 (P6) and related tools

Required Combination of Knowledge and Skill
Bachelor's degree from an accredited college or university and a minimum of 9 years of relevant experience; or
Master's degree from an accredited college or university in a related field and a minimum of 7 years of relevant experience.
Preferred Skills

  • Budgeting, scheduling, and project analysis experience
  • Project Management Professional (PMP) (or equivalent) certification
  • Demonstrated ability to collaborate with and influence diverse stakeholders, including government agencies
  • Strong written and verbal communication skills
  • Innovative, self motivated, and able to manage multiple concurrent efforts
  • Experience managing all phases of projects and deploying organization-wide processes
  • Experience working on multi organizational teams

Pay Range
$106,200.00 - $166,000.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets. The Naval Nuclear Laboratory is a national asset solely dedicated to the Naval Nuclear Propulsion Program.
