JRAD is seeking candidates for a Senior-Level System Architect position responsible for designing, developing, and maintaining a complex software solution which includes high- performance database system and data models. This role involves providing technical guidance and mentoring the entire team, and ensuring the quality and performance of applications. This position works closely with the STIP Program Management Team, STIP Stakeholders, the application development team, and the operations and maintenance team to support mission-critical operations and business intelligence initiatives. The position is a remote/telework position with on-site meetings at the TSA HQs (Springfield, VA) and TSA System Integration Facility (TSIF at Reagan National Airport (DCA), Arlington, VA).

Roles/Responsibilities:

  • Architect and implement scalable, secure, and maintainable software applications using modern frameworks and technologies.
  • Support full-stack development across the software lifecycle - from requirements gathering through design, development, testing, and deployment.
  • Experienced with SQL development.
  • Collaborate with DevOps teams to streamline CI/CD pipelines, infrastructure-as-code, and automated testing processes.
  • Interface with stakeholders to translate business requirements into technical solutions.
  • Ensure applications adhere to accessibility (e.g., Section 508), cybersecurity (e.g., OWASP Top 10, NIST), and performance standards.
  • Troubleshoot complex issues in production environments and lead root cause analysis.
  • Evaluate and integrate new tools, frameworks, and technologies to enhance system performance and development efficiency.
  • Experienced in Agile Software Development and familiarity with Agile development tools such as GitHub, Jira, and familiarity with Agile SAFe
  • Support the design and implementation of logical and physical database structures for enterprise applications and data warehouses.
  • Support the development and maintenance of data models, ER diagrams, and metadata repositories.
  • Support and maintain data security standards, backup strategies, and disaster recovery plans.
  • Support data migration, ETL processes, and integrations between heterogeneous data systems.
  • Ensure database standards, architecture, and workflows in accordance with organizational and compliance requirements.
  • Participate in database design reviews, capacity planning, and technology evaluations.

Required Skills and Education:

Candidate must possess the following:

  • Bachelor's degree in Computer Science, Information Systems, or related field.
  • 12 years of experience in database architecture, development, or administration.
  • Proficiency in SQL and experience with RDBMS platforms such as Oracle, SQL Server, PostgreSQL, or MySQL.
  • Familiarity with cloud-based database services (e.g., Amazon RDS, Azure SQL, or Google Cloud SQL).
  • Solid understanding of data modeling techniques and normalization standards.
  • Experience with data integration tools (e.g., SSIS, Informatica, or Talend) and scripting languages (e.g., Python, Shell).
  • Understanding of database security best practices and regulatory requirements (e.g., Experience with NoSQL or big data technologies (e.g., MongoDB, Cassandra, Hadoop).

Preferred Qualifications:

  • Familiarity with DevOps pipelines and Infrastructure as Code (e.g., Terraform, Liquibase).
  • Certifications such as Microsoft Certified: Azure Database Administrator Associate, Oracle Database SQL Certified Associate, or AWS Certified Database - Specialty.
  • Exposure to BI/reporting tools like Power BI, Tableau, or Looker.
  • Experience with NoSQL or big data technologies (e.g., MongoDB, Cassandra, Hadoop).
  • Active DoD 8570-compliant certification (e.g., Security+, CASP+, CISSP).
  • Experience with cloud platforms such as AWS GovCloud, Azure Government.
  • Familiarity with configuration management tools (e.g., Ansible, Puppet).
  • Experience in DevSecOps or Infrastructure as Code (IaC) environments.

Security Clearance:

  • Capable of passing DHS suitability screening or DHS financial responsibility standards.
