The Program Integrator provides acquisition, scheduling, and data analytics support to Naval Information Warfare Center (NIWC) Atlantic. This position serves as a critical liaison between government stakeholders, vendors, and technical teams to manage procurement actions, maintain program schedules, and deliver data-driven insights supporting program execution.
The successful candidate must possess significant experience supporting Navy acquisition and procurement processes, including software, hardware, and licensing procurements within a DoD/DoW environment.

Navy Procurement & Acquisition Support
* Lead and coordinate procurement activities for software, hardware, and licensing requirements supporting Navy programs.
* Develop procurement packages, requirements documentation, and supporting artifacts.
* Track procurement requests through the acquisition lifecycle from requirement identification through award and delivery.
* Coordinate with Contracting Officers (KO), Contracting Officer Representatives (CORs), program managers, and vendors.
* Monitor procurement status, funding availability, and delivery schedules.
* Ensure compliance with Navy and DoD acquisition policies and procedures.
* Support market research, Independent Government Cost Estimates (IGCEs), and procurement planning activities.
* Track contract modifications, licensing renewals, and maintenance agreements.
Program Scheduling & Jira Management
* Develop and maintain integrated program schedules using Jira and Agile methodologies.
* Configure and maintain Jira boards, workflows, dashboards, and reporting structures.
* Track milestones, dependencies, risks, and action items across Integrated Product Teams (IPTs).
* Support portfolio and release planning activities.
* Generate schedule performance metrics and executive reporting.

Dashboard Integration & Data Analytics
* Develop and maintain executive dashboards using Power BI and related tools.
* Integrate data from Jira, procurement systems, and other enterprise platforms.
* Create visualizations supporting procurement health, schedule performance, and portfolio management.
* Automate reporting processes and improve data quality.
* Provide analytical support to government leadership.

Stakeholder Coordination
* Facilitate coordination across government organizations, contractors, and vendors.
* Support executive briefings and status reporting.
* Identify opportunities for process improvement and operational efficiencies.

Required Qualifications
* Bachelor's degree in Business, Information Systems, Engineering, Acquisition Management, or related field.
* 12+ years of experience supporting Navy or DoD/DoW programs.
* Demonstrated experience supporting:
o Software procurement
o Hardware procurement
o Licensing management and renewals
o Procurement tracking and execution
* Experience supporting procurement actions within Navy or DoD/DoW environments.
* Experience using Jira for scheduling, portfolio management, or Agile delivery.
* Experience developing dashboards using Power BI or similar tools.
* Strong understanding of:
o Navy acquisition processes
o Federal procurement lifecycle
o Contract vehicles and funding processes
* Strong communication and stakeholder management skills.
* Active PMP certification.

Highly Desired Qualifications
* Active Secret Clearance.
* Experience supporting NIWC Atlantic, PEOs, SYSCOMs, or Fleet programs.
* Familiarity with:
o FAR/DFARS
o Navy acquisition regulations
o Procurement package development
o Contract modifications
o Software license management
* SAFe Agile certification.
* Atlassian Jira certification.
