The State Highway Administration's (SHA) Office of Traffic & Safety (Anne Arundel County) is currently recruiting for a Regional Construction Engineer (Transportation Engineering Manager II) position. This position is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.


Nature of Work
: This position serves as a Regional Construction Engineer (RCE) in the Office of Construction (OOC). The main purpose of this position is to perform as a fully proficient RCE representing the Administrator, Deputy Administrator/Chief Engineer for Operations, and Director of OOC in the management of the Vertical Construction Program. This position has the responsibility to assure quality and uniform vertical projects statewide through the use of Quality Assurance/Quality Control (QA/QC) methods. As the senior field engineer for OOC, this position has the responsibility of ensuring specification compliance on construction projects and compliance with federally mandated programs and requirements. The RCE performs this duty beginning with the planning phase through the design phase, throughout construction, and contract closeout for each project.

This specific Regional Construction Engineer position focuses on administration and oversight of all statewide vertical construction projects (i.e., construction of buildings, offices, weight stations, rest areas, maintenance shops, etc.). This position also coordinates with all divisions, sections, staff, and consultants contributing to vertical (facility) construction projects by contributing a vertical construction expertise and strategy to successfully execute critical, complex vertical construction projects across Maryland (450+facilities) in the safest, cost-effective manner.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree in engineering from an accredited college or university.

Experience: Eight (8) years of experience in professional engineering
, including one (1) year of supervisory or consultant management experience.

Selective Qualification: Four (4) years of the required experience must have involved working as an on-site project manager on a road, bridge, vertical or facilities construction project or as a project coordinator on multiple concurrent road, bridge, vertical or facilities construction projects.

Two (2) of the four (4) years of required experience must have involved working as an on-site manager for a vertical construction, building construction, roofing, weigh stations, salt barns, rest stops, HVAC, boiler or electrical construction project, or as a project coordinator on multiple concurrent vertical construction, building construction, roofing, weigh stations, salt barns, rest stops, HVAC, boiler or electrical construction projects.

*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Knowledge and experience in construction inspection processes.
  • Knowledge of construction inspection procedures such as grading, drainage, structures, paving, utilities, landscaping, traffic, materials and surveying.
  • Knowledge of vertical construction projects (i.e., construction of buildings, offices, weight stations, rest areas, maintenance shops, etc. and/or components of these facilities such as HVAC, boiler, electrical, roof work, etc.).
  • Ability to read and understand plans and specifications.
  • Ability to make effective decisions.
  • Ability to learn new processes and waysto improve project delivery as well as an attitude toward continuous improvementof field staff mentoring and training, quality construction and collaborative working relationships across the department.


Notes:

1. Additional work experience in professional engineering, or in technical engineering at the journey level or above, may be substituted on a year for year basis for the required education.

2. Possession of a master's degree in engineering may be substituted for one year of the required experience.

3. Persons currently registered as Professional Engineers in the State of Maryland, or in a state with comparable requirements, are considered to have met the education requirements.


Licenses & Certifications

Candidate must possess a motor vehicle operator's license valid in the state of Maryland.

The selected candidate must possess/obtain the following certifications within one (1) year of hire:

  • HMA Field Certification
  • Concrete Field Certification
  • Soil and Aggregate Compaction Certification
  • Pavement Marking Certification
  • Temporary Traffic Control Traffic Manager Certification
  • OSHA 10-hour safety Certification
  • MDE Responsible Person Certification
  • SHA Erosion and Sediment Control Certification
  • Traffic Barrier Certification

Other certifications as necessary for the specific assignment(s).

Special Requirements

The selected candidate must be available and willing to accept assignment statewide and work shift work, overtime or weekends as necessary.
