Preferred Years Experience, Skills, Training, Education

  • Master Plumber license.
  • Backflow prevention certification.
  • Experience in higher education, healthcare, or large campus environments.
  • Experience with CMMS systems and preventive maintenance programs.


Preference will be given to candidates with:


  • Journeyman-level plumbing experience with a minimum of 5-7 years in commercial or institutional facilities.

  • Demonstrated supervisory experience in plumbing or skilled trades.

Required License or Certification


  • Valid North Carolina plumbing license (Journeyman or higher).
  • Valid North Carolina driver's license.

Position Overview




Primary Purpose of Position
The Plumbing Supervisor (Advanced) provides expert-level oversight, leadership, and technical direction for campus plumbing operations at North Carolina A&T State University. This position serves as the subject matter expert for plumbing systems in a complex institutional environment and exercises independent judgment in planning, supervising, and executing work affecting life safety, public health, regulatory compliance, and continuity of campus operations.
The role supervises assigned plumbing staff, coordinates with other trades and contractors, and ensures compliance with the North Carolina Plumbing Code, OSHA regulations, and university standards.
This advanced level position exercises oversight of safety enforcement and decision-making impact on critical campus infrastructure and emergency response. The Plumbing Supervisor is also responsibility for training, performance management, and work prioritization.

  • Expert knowledge of institutional plumbing systems, materials, methods, and codes.
  • Advanced understanding of safety regulations, cross-connection control, and backflow prevention.
  • Knowledge of preventive maintenance programs and infrastructure lifecycle management.

Primary Function of Organizational Unit
The Physical Plant is responsible for providing services relative to building and grounds maintenance, utilities, transportation, trash removal, central receiving, recycling, disposition of surplus property and moving and hauling. In addition, the Physical Plant has expanding responsibilities that includes providing support services for the instruction and research programs to achieve the University's mission, goals and objectives. Maintains and improves and expands all campus buildings, campus image and education opportunities for all people. More specifically, the functions involve energy conservation, building renovation/repair, occupational safety and health, landscape design, event planning, vehicle and equipment maintenance/repair, motor pool and housekeeping services to 15 residence halls, 40 academic buildings, 15 research buildings, 21 support buildings and 19 university farm buildings; campus lighting, water and sewer, and electrical distribution system. Moreover, the Skilled Trades Department, inclusive of the Plumbing unit, is responsible for repair, maintenance and preventive maintenance of campus facilities.
Work Hours 7am-4pm - M-F; required to report for emergencies and inclement weather; rotates working on-call/callbacks

Required Competency Supervision/Leadership
Duties

  • Supervise, assign, train, and evaluate plumbing personnel; enforce performance, safety, and quality standards.
  • Serve as technical authority for plumbing operations and provide expert guidance to staff and leadership.
  • Plan, prioritize, and schedule preventive maintenance, corrective repairs, projects, and emergency response.
  • Participate in hiring, onboarding, coaching, and disciplinary processes as required.



Required Competency Technical Leadership
Duties

  • Oversee installation, maintenance, repair, and alteration of domestic water systems, sanitary and storm drainage, gas piping, fixtures, valves, pumps, and backflow prevention systems.
  • Diagnose and resolve complex plumbing failures with significant operational or life-safety impact.
  • Review blueprints, schematics, specifications, and as-built drawings to ensure proper execution of work.
  • Coordinate plumbing activities with other trades, engineers, project managers, and external inspectors.



Required Competency Safety and Health Compliance
Duties

  • Ensure compliance with the North Carolina Plumbing Code, OSHA standards, environmental regulations, and university policies.
  • Lead safety practices, hazard identification, and corrective actions for plumbing operations.
  • Support inspections, testing, and documentation required for regulatory and internal compliance.



Required Competency Administrative Duties
Duties

  • Maintain accurate records in the computerized maintenance management system (CMMS).
  • Assist with cost estimates, material procurement, and inventory control.
  • Communicate project status, service impacts, and timelines with campus stakeholders.
  • Provide high-level customer service while balancing operational priorities.
