  • Pay Rate: $24.02 - $24.50 Depending on Experience with an additional $5.09 per hour Health and Welfare wage

Duties and Responsibilities for Mid Technician/Analyst:



  • Basic Function: Assist with the execution and implementation of a multi-faceted, comprehensive environmental base operations and sustainment program to ensure the buildings and grounds are properly monitored and maintained to meet the functional, appearance, safety, security and environmental standards.
  • Provide General Fund Enterprise Business System (GFEBS) and contract preparation duties to support municipal service contracts and performing duties Commensurate with US Department of Logistics (DOL) Engineering Technician III.
  • Compile all data for municipal/utility/administrative service contracts (Custodial, Grounds Maintenance, Refuse, Snow Removal, Cable Internet, Wastewater, etc.) packages at all 99th RD facilities that will be reviewed by the Government prior to submission to the contracting office.
  • Maintain contract file systems and generate various reports as required using the Microsoft Office Suite and the contract maintenance database systems (GFEBS/SAP, Microsoft Teams).
  • Data Entry to Army Databases of Record and programmatic support. Collect, review, and enter information into databases. Review existing data for technical and functional adequacy.
  • Utilize the General Fund Enterprise Business System (GFEBS) to support municipal service (i.e., snow, grounds, custodial, refuse) contracts for the 99th. GFEBS duties shall include but are not limited to: Municipal Services, and Government Purchase Card (GPC) Purchase Requisition (PR) creation; PR revisions/updates; and Work Order (WO) creation and funding.
  • Administrative duties shall include but are not limited to filing; scanning; drafting memos; and maintaining running master spreadsheets to track contract period of performance dates, funds allocated, technical package completion, and award status.
  • Develop Interdepartmental Service Support Agreements (ISSAs) per year between Army and other military entities. These agreements cover a multitude of items ranging from municipal services to restoration and maintenance projects.
  • 99th RD Headquarters Project support duties shall include Project PR creation, Project ticket tracking within SharePoint, managing Quality Control reports from field personnel, and Annual Work Plan (AWP) maintenance.
  • 99th RD Headquarters Government Purchase Card (GPC) Support duties shall include GPC PR Creation, and reassigning tickets to the card holders in the Facility Engineering Maintenance System (FEMS).
  • *his job has no supervisory responsibilities.


Required Education and/or Experience -



  • Associate degree preferred but not required; military training or demonstrated specialized experience in project area or a minimum of seven (7) years relevant experience.
  • Minimum of 5 years of US. Army Reserve facility management and operations experience, with a background in contract management/general bookkeeping or accounting.
  • GFEBS/SAP qualified within four (4) months of assignment.
  • Must be able to draft clear and comprehensible memos about facilities maintenance and repair related issues, as well as about recommendations for maintenance and repair changes, upgrades and improvements, use email, as well as develop and use spreadsheets.
  • Must be able to gather and correlate basic data, review and analyze data to identify
  • issues/concerns and trends, and clearly articulate finding and recommended solutions.
  • Must be proficient in Microsoft Office Suite products and have the ability to use web-enabled programs and use the internet for informational research.
  • Must be able to obtain and maintain a favorable NACI background investigation. Completion of fingerprinting, SF85 and OF301forms are required.
  • Must have a valid state-issued Driver's License.
