Executive Director

The Executive Director is directly accountable and responsible for the overall success of the entire Hanover CSB operation to include budgeting, strategic planning, program evaluation, contracting, financial management, human resources, employee benefits, risk management, management information systems, training, EEO management, licensure, accreditation and all clinical services.  The Executive Director is employed under an annual renewable contract with a seven-member Board and is evaluated annually by the Board and County Administration.  This position reports directly to the Deputy County Administrator for Human Services.  The Executive Director will be responsible for all aspects of managing a department with 156 staff with an annual budget of $17 million plus.

An applicant must have a Master’s degree in a field related to human services with at least ten (10) years of related work experience, preferably in the management of community based mental health/substance use disorder/developmental disabilities services and at least three (3) years of progressive supervisory/ administrative experience required; Experience directing large agency operations desired – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.  Requires a demonstrated ability to develop and manage Mental Health, Developmental Disabilities and Substance Use Disorder programs. Must have extensive knowledge of human resources and fiscal management. Must demonstrate skills in Resources Development, Intergovernmental and Community Relations. Ability to work effectively with others, required. Ability to review, interpret and explain complex data, required. Must be able to communicate effectively – both orally and in writing. Computer Literacy preferred.

The preferred candidate will have extensive experience in leading public or private organizations with functions and responsibilities that are similar or comparable to Hanover CSB and reporting directly to a governing board.  Considerable knowledge of mental health, developmental, and substance use disorder services and the ability to provide clinical or programmatic oversight of these services is also preferred.
