New Hanover County's Tax Department is seeking an experienced
Collections Supervisor to lead our Tax Collections team. This role will oversee collection operations to ensure County tax revenue meets the collection targets established by the Budget Office, while maintaining full compliance with applicable tax laws in all daily operations. This position is also responsible for managing collections and other revenue streams for New Hanover County.
Key responsibilities include:
- Supervises Tax Collections staff, including Deputy Tax Collectors and the Fiscal Support Supervisor, by assigning and prioritizing work, conducting performance evaluations, ensuring training, and making hiring, disciplinary, and termination recommendations.
- Oversees the collection of current and delinquent taxes to ensure revenue goals are met, including enforcement actions such as foreclosures, garnishments, bank attachments, and sheriff levies.
- Ensures accurate collection, handling, and reconciliation of all tax receipts and other county revenues, including daily and monthly balancing of cash receipts to the tax bank account and timely, accurate processing of refunds.
- Oversees the annual tax billing process for real and personal property, ensures accuracy of tax rates within the system, and manages municipal billing processes.
- Prepares and provides end-of-month collection reports to the Tax Collector for presentation to the Board of Commissioners in accordance with North Carolina General Statutes.
- Manages software updates and testing to ensure system accuracy and leads implementation of tax collection and related county revenue projects.
- Performs work with regular and predictable attendance consistently meeting the scheduling needs as required by the county.
- Performs work during emergency/disaster situations.
- Performs other duties of a similar nature or level.
KNOWLEDGE, SKILLS, OR ABILITIES Knowledge of applicable federal, state, and local statutes; basic computer concepts; accounting principles; general business practices; financial principles; property tax administration concepts; collection procedures. Skilled in analyzing and resolving conflicts; training and instructing; preparing and making presentations; planning, coordinating, and supervising work of others; Interpreting and applying the applicable statutes in resolving problems; using a computer and all applicable software; negotiating; using basic office equipment; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Hours: 8:00 AM - 5:00 PM, Monday - Friday.
Must be available to report for emergency work assignment during emergency situations.
Employment Type: Full-time, exempt
Salary Information: The hiring range for this position is
$53,668 - $72,451 annually plus a competitive benefits package.
Salary will be determined based on qualifications, internal equity, budget, and market considerations.

- Valid Driver's License (from any state) and good driving record required at time of application.
- Valid North Carolina Driver's License required by first date of employment with good driving record.
- Certification as a Deputy Collector through the North Carolina Tax Collectors Association.
- Completion of Fundamentals of Property Tax Collections, within one (1) year of hire
- Completion of Fundamentals of Real Estate Listing and Assessing within one (1) year of hire
