Job Description
Position Purpose

Assists Business Manager with daily oversight and management of the procurement and materials management supply chain functions. This includes purchasing and materials management for both institutional and project related commodities. Supervises the procurement section which purchases materials and services through use of standard procurement techniques in accordance with the Federal Acquisition Regulations (FAR), GSFC Work Instructions and TRAX Procurement Manual. Position requires extensive procurement and subcontract development experience in a government services environment, which includes determining customer requirements, reviewing specifications, developing statements of work, evaluating offers (to include price analysis methods), past performance evaluations, preparing consistent industry standard Purchase Order documents, and establishment of professional vendor relationships and follow-up. The Procurement Supervisor is responsible for supervision and oversight of all Procurement Specialists. The Procurement Supervisor is also expected to work on the most complex procurements for the company. Purchase order obligation authority is $300,000.

Duties and Responsibilities

* Ensures all procurements comply with the TRAX Purchasing Manual, Work Instructions, Federal Acquisition Regulations (FAR), NASA FAR Supplement, and company policies and procedures

* Supervises and participates in simple to high-complexity procurements and contracts, providing guidance to Procurement Specialists

* Supervises a team of Procurement Specialists, working with the Team Lead to distribute workload and manage priorities

* Solicits supplier quotations using catalogs, price lists, direct vendor contact, and written data to ensure compliance with specifications and competitive pricing

* Analyzes proposed pricing and costs, including technical and audit reports, price trends, competition levels, and economic factors to support award decisions

* Negotiates and awards purchase orders, Blanket Purchase Agreements, and contract modifications, including adjustments to standard terms and conditions when required

* Obtains, reviews, and approves sole source justifications when applicable

* Communicates with vendors and internal stakeholders, including Business Office, Receiving, Accounting, and Warehouse personnel, to place procurements, track vendor performance through delivery, and resolve shipment or receiving discrepancies

* Maintains complete and accurate procurement documentation

* Evaluates subcontractor responsibility, including verification through the System for Award Management (SAM) Exclusions, and ensures processes protect the Government's interests

* Participates in project planning meetings to support overall procurement strategy

* Develops and maintains training programs for Procurement Specialists to support skill development and continuous improvement

Qualifications
Required Skills and Qualifications

* Ten (10) years of procurement, acquisition, and contracting experience supporting U.S. government purchasing/contracting, including three years of supervisory experience

* Bachelor's degree in Business Management, Economics, Accounting, Finance, or a related field; fifteen (15) years of relevant experience may substitute for a degree

* Demonstrated knowledge of the Federal Acquisition Regulation (FAR), NASA FAR Supplement, Uniform Commercial Code (UCC), and federal contracting principles, laws, policies, and procedures

* Experience managing the full procurement lifecycle, including solicitation, evaluation, negotiation, award, and post-award administration

* Experience evaluating bids and proposals for compliance with FAR and NASA FAR Supplement requirements

* Experience with multiple contract types including Firm Fixed Price, Cost-Reimbursable, Time and Materials (T&M), Labor Hour, and Blanket Purchase Agreements

* Experience conducting subcontracting analysis and negotiations, including single/sole source procurements and major subcontract programs

* Experience performing cost and price analysis for both competitive and noncompetitive procurements

* Experience supporting the proposal process and procurement strategy development

* Experience conducting and documenting market research to support procurement decisions

* Experience working with large ERP procurement and accounting systems

* Intermediate or advanced Microsoft Excel skills

* Strong written and verbal communication skills

* Strong analytical, critical thinking, and problem-solving abilities

* Excellent organizational skills and attention to detail

* Ability to work collaboratively and contribute to a positive, high-performance team environment

Desired Skills and Qualifications

* Certified Purchasing Manager (CPM) or similar professional procurement certification

* Experience working in a Certified Purchasing System (CPS) environment

* Experience developing policies and procedures supporting small business programs, including small disadvantaged, women-owned, veteran-owned, HUBZone, and service-disabled veteran-owned businesses

* Experience implementing process improvements and strengthening procurement quality standards

* The work of this position is performed in an environmentally controlled office environment

* Must be capable of sitting and entering data on a computer keyboard for extended periods of time

* Must be able to view computer monitor for extended periods of time

Rate of Pay/Benefits

Annual Salary: $110,000 - $115,000
