The Position

East Bay Municipal Utility District (EBMUD) has one (1) Student Intern position (part-time, approximately 19 hours per week when school is in session, or full time on school breaks) in the Office of Intergovernmental Affairs (OIGA) The position is based in Sacramento at 1121 L St Suite 809, Sacramento, CA 95814, and reports to a Special Assistant IV.

EBMUD, headquartered in Oakland, is an environmentally and socially progressive, publicly owned utility providing drinking water service to approximately 1.4 million customers in 20 cities and 16 unincorporated communities in portions of Alameda and Contra Costa Counties, and wastewater treatment services for more than 740,000 customers in the East Bay.

The Student Intern in the OIGA will gain skills in how to research a policy issue, analyze a bill, communicate with staff about the impacts of a bill on the District, write a bill review, and communicate District positions to associations, other water agencies, and legislators and their staff. Engineers who are interested in management positions will greatly benefit from having public policy experience that helps them understand how legislation can affect their jobs in the future and how politics work.

Organization-specific sample duties include, but are not limited to:

*Assist OIGA staff in obtaining information for use in advocacy on legislative issues and in the researching and data gathering required to develop background materials regarding current or future District sponsored legislation

*Assist in preparing written materials for use in the advocacy on legislative issues of interest.

*Attend legislative committee hearings where bills of interest to the District are being considered and monitors proceedings

*Assist in tracking and summarizing disposition of bills which have been identified as having potential impact on District operations.

Preferred Qualifications:

*Strong analytical and critical thinking skills

*Clear written and verbal communication skills, including the ability to work with staff from multiple departments

*Experience working with structured processes, deadlines, and documentation (e.g., academic projects, internships, or group work).

*Proficiency using Microsoft Office Suite (Word, Excel, Access, PowerPoint, Publisher, and Outlook).

*Strong organizational skills.

*Interest in learning about potential careers in public policy.

*Coursework and/or demonstrated experience in one of the following subject areas: Political science, public policy/administration, communications, law, economics, and/or engineering (for individuals interested in management positions/leadership roles).

Requirements

Education and Experience: Any combination of education and experience, which has led to the acquisition of the knowledge, skills, and abilities as indicated above. Typical ways of acquiring these knowledge, skills, and abilities are either:

1.Current enrollment in a four-year college with junior standing or higher with a major related to the available position assignment(s); or,

2.Current enrollment in a graduate degree program related to the available position assignment(s); or,

3.Recent (within 12 months) graduation from a four-year college with a degree related to the available position assignment(s).

OTHER REQUIREMENTS:

*Perform other duties as assigned.

WORKING CONDITIONS:

*Office environment utilizing a computer

PHYSICAL CONDITIONS:

*Must possess physical characteristics to perform the critical and important duties of the job, including sitting, standing, or bending for prolonged periods of time.
