Job Description

* CONTINGENT UPON AWARD - HIGH PROBABILITY *

The Organizational Design & Change Management Lead supports U.S. Navy programs in a classified environment, responsible for shaping the organization's structure, workforce strategy, and operating model to enable mission success. This role leads enterprise-wide transformation and modernization initiatives, ensuring effective strategy execution, stakeholder alignment, and sustainable change across secure government and contractor environments. The successful candidate will partner with Navy leadership, program offices, HR teams, and business unit executives to improve performance, organizational effectiveness, and mission readiness.

Organizational Design

Lead end-to-end organizational design efforts supporting Navy and DoD programs, including restructures, workforce alignment, operating model refinements, and capability assessments.

Evaluate current organizational structures, spans & layers, mission alignment, and workforce distribution across classified and unclassified environments.

Develop future-state organization models aligned to mission priorities, modernization efforts, and funding profiles.

Define role charters, decision authority (RACI/DAF), governance frameworks, and accountability structures for both military and civilian/contractor workforces.

Conduct talent, operational, financial, and cultural impact assessments to support leadership decision-making.

Change Management

Develop and execute enterprise-level change management strategies that comply with DoD processes and Navy program governance.

Create communication plans, stakeholder engagement strategies, and cross-functional change roadmaps tailored to secure environments.

Conduct change impact analyses and readiness assessments across commands, program offices, or functional units.

Design and implement training, transition support, and capability-building programs to ensure successful adoption of new structures and processes.

Monitor adoption metrics, resistance patterns, and mission impacts; recommend corrective actions and continuous improvement measures.

Stakeholder & Leadership Engagement

Partner with Navy senior leadership, government sponsors, and program managers to align organizational design efforts with strategic objectives.

Facilitate executive workshops, alignment sessions, and decision forums within classified spaces.

Coach senior leaders on leading through organizational change, communication effectiveness, and workforce engagement.

Build and manage change champion networks across commands, directorates, and operational units.

Governance & Measurement

Establish KPIs to measure the effectiveness of organizational and transformation initiatives.

Track adoption, performance improvements, workforce impacts, and changes to mission execution.

Deliver post-implementation reviews, lessons learned, and recommendations for ongoing optimization.

Ensure all change efforts align with Navy governance processes, security policies, and audit requirements.

Culture & Talent Integration

Ensure organizational design decisions support culture, readiness, and talent strategies within secure environments.

Collaborate with HR on workforce planning, succession planning, skills development, and competency modeling.

Onsite: Washington, DC

Requirements:

- US Citizen

- Ability to obtain/maintain a Secret Clearance

+15 years' experience in Org Design, Change Management, government contracting work

- Education: Bachelor's degree or equivalent experience

- Change Management Certification preferred (e.g., Prosci ADKAR)

- Consulting experience, strongly preferred

- Working with the Navy, strongly preferred

- Estimated Salary Range $200-$250K
