THE POSITION

The Department of Human Services (DHS) is seeking a dedicated Human Services Analyst Supervisor to lead a dynamic team in the Bureau of Juvenile Justice Services' (BJJS) Policy, Program, and Staff Development Unit. DESCRIPTION OF WORK

In this position, you will oversee the BJJS' Quality Assurance (QA) program, providing direct supervision to Human Services Analyst staff. You will lead quality assurance initiatives, evaluating existing policies and programs against standards established by subject matter experts to ensure that facilities within the youth development center, youth forestry camp, and secure treatment unit operate in full alignment with policy requirements and program fidelity standards. Your responsibilities will include directing the collection and analysis of raw data from multiple sources and supporting the development of statistical and managerial reports. You will ensure that all analyses, reports, and action plans are grounded in sound statistical principles and established methodologies. In addition, you will guide and participate in the development and revision of policies to align with BJJS's mission and vision while addressing evolving operational and programmatic needs and current trends in juvenile justice. You will also play a key role in shaping comprehensive strategic plans aimed at enhancing operational effectiveness, strengthening accountability, and driving continuous improvement across the system.


You will be assigned to the DHS/BJJS worksite that is closest to your county of residence. Possible locations include Butler, Dauphin, Franklin, Huntingdon, Luzerne, Montgomery, Montour, and Perry counties.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in the nearest DHS/BJJS work location closest in proximity to your county of residence. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Services Analyst (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor's degree; or
  • An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.

Other Requirements:

  • You must be able to perform essential job functions.

Legal Requirements:

  • This position falls under the provisions of the Child Protective Services Law.
