Job Summary and Responsibilities

Acentra Health is looking for a Vice President, Medicaid Fiscal Agent Operations to join our growing team.

Job Summary:

The Vice President of Medicaid Fiscal Agent Operations is responsible for the overall leadership and performance of Medicaid fiscal agent operations supporting state and federal healthcare programs. This role provides executive oversight of administrative, financial, technical, and operational functions delivered through internal teams and external partners. The position is accountable for operational effectiveness, regulatory compliance, financial integrity, and consistent service delivery across multiple programs and jurisdictions.

This role leads the development and execution of a standardized operating model for fiscal agent services, ensuring alignment across processes, governance, technology, and workforce structures to support scale, quality, and long-term sustainability.

Responsibilities:

  • Provide executive leadership for end-to-end fiscal agent operations, including claims and encounter processing, provider enrollment and management, member eligibility and buy-in operations, prior authorization, financial operations, data and analytics, print and mail center operations, MMIS operations, and program integrity and compliance.
  • Lead the centralization and standardization of fiscal agent operations across state and federal programs, including onboarding of new contracts and partner-delivered services.
  • Establish and maintain operational governance, performance metrics, dashboards, and reporting to ensure SLA achievement, compliance, and effective risk management.
  • Oversee vendor and partner performance, ensuring alignment with contractual requirements, service standards, and operational expectations.
  • Manage operational budgets, cost models, forecasting, and contract compliance; support rebid strategies and operational solution design.
  • In partnership with other senior leaders, serve as a primary operational point of contact for state and federal clients and represent operations during audits, oversight reviews, and program modernization efforts.
  • Partner with internal stakeholders to support regulatory compliance, policy interpretation, continuous improvement, and operational modernization initiatives.
  • Read, understand, and adhere to all corporate policies including policies related to HIPAA and its Privacy and Security Rules.

The list of accountabilities is not intended to be all-inclusive and may be expanded to include other education- and experience-related duties that management may deem necessary from time to time.


Qualifications

Required Qualifications:

  • Bachelor's degree OR (The Company acknowledges that practical, hands-on experience can provide skills and competencies equivalent to formal education. As such, in cases where a Bachelor's degree is typically required, the company will accept a minimum of six (6) years of directly relevant professional experience in lieu of a degree. In instances where the candidates has an Associate's degree, the company will accept a minimum of three (3) years of directly relevant professional experience in lieu of the Bachelor's degree).
  • Minimum of 15 years of progressive leadership experience in Medicaid operations, MMIS or fiscal agent environments, or federal healthcare operations.
  • Demonstrated experience leading complex, multi-program or multi-state operations and standardizing delivery models.
  • Strong background managing vendors, partners, and global delivery models in highly regulated environments.
  • Proven ability to engage effectively with state and federal government stakeholders.

Preferred Qualifications:

  • Master's degree.
