About the Job

The Office of Information Technology (OIT) at the University of Minnesota is excited to recruit a Human Resources Manager who is passionate about partnering with leaders to continue building a high-performing, inclusive, and future-ready IT workforce. In collaboration with the Human Resources Director, this role serves as a trusted advisor to the Vice President/CIO, Senior Directors, managers, and IT leaders across every college, campus, and unit-translating institutional priorities into people strategies that deliver meaningful and lasting impact.

This position plays a critical role in advancing performance management, talent management, talent acquisition, employment-based visa sponsorship, and the effective delivery of HR operations. The Human Resources Manager leads a team of four professional HR staff and brings both strategic insight and operational excellence to a complex, distributed organization. In addition to the primary role within OIT, this position maintains a strong partnership and reporting relationship with the Director of Talent Acquisition in the Office of Human Resources, strengthening alignment and collaboration across the University's HR community.

Location and Work Environment: The University of Minnesota is committed to fostering local talent through employment opportunities. This position is a hybrid role and requires onsite presence, and prospective applicants must be located either in the state of Minnesota or near the Wisconsin border, or otherwise open to relocation.

Work Schedule: Standard Business Hours, Monday through Friday

Primary Responsibilities:

Human Resources Business Partner (HRBP)

  • Partner with IT leadership to translate business strategies into people strategies that enhance organizational effectiveness and workforce capability.
  • Lead and support talent management initiatives, including internal mobility and talent review; use workforce data and trends to anticipate risks, identify opportunities, and recommend actionable solutions.
  • Partner with leaders to embed equity, diversity, and inclusion into workplace strategies, leadership practices, and everyday decision-making.
  • Advise leaders on performance management practices, including goal setting, coaching, performance improvement, and corrective action, ensuring consistency, equity, and alignment with University policies.
  • Consult on employee relations matters, applying sound judgment, risk assessment, and a solutions-oriented approach.
  • Collaborate closely with central HR, legal counsel, and other University stakeholders to ensure alignment, compliance, and shared accountability.

Talent Acquisition Leadership

  • Maintain a team capable of advising IT and University leaders on attracting and hiring top IT talent.
  • Works closely with the Director and the Sr. Manager of Talent Acquisition on all aspects of recruiting and selection, including recruitment strategy development, sourcing, screening, interviewing, and initial compensation setting related to IT positions
  • Ensures that the IT Talent Acquisition process is consistent with the standard processes and guidance in place for the University.
  • Ensure seamless, well-documented talent acquisition operations with clear roles, efficient processes, strong communication, and high-quality outcomes.
  • Validate position requirements and job descriptions, including education, experience, technical knowledge, and competencies.
  • Champion innovative sourcing strategies, including passive candidate outreach.
  • Define and strengthen OIT's employer brand and approach to marketing IT as an employer of choice.
  • Develop and manage budgets related to talent acquisition activities.

Human Resources Operations Management

  • Improve and sustain HR operational processes related to payroll, absence management, HRMS, onboarding, and employment administration.
  • Ensure the quality, accuracy, and integrity of all HR records and documentation.
  • Review and approve payroll and supporting documentation resulting in HRMS entries.

Employment-Based Visa Strategy

  • Define and continuously refine OIT's strategy for employment-based visa sponsorship.
  • Oversee a complex caseload of work authorizations for foreign nationals. Apply technical expertise to partner with International Student and Scholar Services and external law firms on visas, including H-1Bs, and permanent residency (Green Card) sponsorship.
  • Provide risk analysis, guidance, and recommendations to leaders navigating complex and evolving immigration requirements.

Staff Leadership and Development

  • Establish clear performance expectations and goals; monitor performance and provide timely, constructive feedback.
  • Take appropriate action to recognize, coach, and, when necessary, discipline staff; document performance objectively and consistently.
  • Foster an inclusive, engaging team environment aligned with the University's commitment to equity and diversity.
  • Support staff development by identifying and creating growth and learning opportunities.
Qualifications

Required Qualifications:

  • Bachelor's degree in Human Resources or a related field plus eight (8) years of progressive professional HR experience.

Preferred Qualifications:

  • SHRM-CP or SHRM-SCP certification
  • Demonstrated critical thinking skills with the ability to assess complex organizational dynamics and evaluate short- and long-term impacts of decisions.
  • Proven ability to influence others and gain buy-in across diverse stakeholders.
  • Strong prioritization and project/time management skills, with the flexibility to adapt to shifting organizational needs while maintaining a results focus.
  • Ability to work autonomously, exercise sound judgment, and use appropriate discretion.
  • Comfort navigating ambiguity and competing or incomplete information.
About the Department

The Office of Information Technology (OIT) is the University's central IT unit and provides enterprise-level technologies and services that are broadly consumed, core to central administrative business operations, and tend to offer substantial economies of scale. We are part of a larger ecosystem of IT professionals who work in academic and support units systemwide. Local or collegiate IT units often offer discipline-specific, niche, and complementary services to the OIT central services.

Pay and Benefits

Pay Range: $125,000 - $135,000 per year; depending on education/qualifications/experience

Time Appointment: 100% Appointment
