Project Overview:
Bechtel is the licensing, engineering, procurement, and construction partner on TerraPower's Natrium team. Selected by the U.S. Department of Energy (DOE) for its Advanced Reactor Demonstration Program, Natrium is participating in a DOE initiative to re-establish U.S. leadership in nuclear energy that provides matching funding to industry to design and build an operational advanced reactor. TerraPower, a leading advanced generation technology company founded by former Microsoft CEO Bill Gates, will be deploying its 345 MWe sodium fast reactor (SFR), called Natrium. The Natrium plant features an advanced, cost-competitive reactor design that is safer, simpler, easier, and less costly to construct, less expensive to operate, and able to provide energy that is competitive with fossil fuels. It also features an innovative molten salt energy storage system designed to be complementary to solar and wind power by evening out the peaks and valleys in production when the sun is not shining, or the wind is not blowing. With the reactor and energy storage output combined, the plant can produce more than 500 MWe of power. Other Team Natrium partners include GE Hitachi Nuclear Energy, Energy Northwest, PacifiCorp, and Duke Energy, along with support from a number of national laboratories and universities. This DOE Program has the potential to be the largest funding program for advanced nuclear power in U.S. history and will shape the future of nuclear energy for decades. Job Summary:
Assigned to the Construction organization as the Project Field Engineer (PFE). Responsible for the organization, process/procedures, and direction of Construction Field Engineering and support staff. The PFE reports directly to the Construction Site Manager and is responsible for all Field Engineering activities for the project. #LI-LM1
Major Responsibilities:
- Manage all field engineering processes to ensure compliance with project, code, and corporate requirements.
- Develop the field engineering organizational structure with the Construction Site Manager and oversee personnel evaluations and career development.
- Ensure field engineering procedures align with Bechtel functional requirements and obtain required approvals.
- Develop site-specific procedures to ensure construction activities conform to engineering design, specifications, and regulatory requirements.
- Establish and manage Construction Work Packaging, Advanced Work Packaging, and Work Control programs to ensure timely delivery of materials, records, and work packages.
- Oversee the Subcontract Technical Representative program and manage technical oversight of construction-managed subcontracts.
- Coordinate with construction supervision to support short-term and long-range planning activities.
- Manage field engineering inspections and establish effective communication between Engineering and Construction.
- Lead the constructability program and coordinate constructability reviews and issue resolution with Engineering.
- Manage construction field changes and non-conformance processes and perform periodic trend analysis.
- Oversee quantity reporting, including control and weekly reporting of construction quantities.
- Establish programs to validate the quality of in-progress and installed work.
- Develop and support construction automation systems and tools, including Teamworks, Setroute, eTrack, and WITS.
- Interface with Engineering and Procurement to ensure project data supports automation, work packaging, and quantity reporting.
- Manage preparation, approval, and inspection of field-procured materials.
- Oversee construction issues management, including corrective action plans and condition reports.
- Coordinate system and area turnover activities with Startup teams.
- Manage construction action items impacting field execution and work packages.
- Implement and maintain welding control and survey control programs.
- Support construction execution planning, site mobilization and demobilization, and temporary facilities and utilities planning.
Education and Experience Requirements:
- Bachelor's degree in Engineering from an accredited university and 15+ years of related professional experience, or in lieu of degree, 21+ years related experience.
- Must be a US citizen or have permanent residency status. (is this the correct wording?)
- Must possess active security clearance or ability to obtain security clearance.
- Must be able to complete and pass a pre-employment drug screen and background check, including verification of employment and education.
- Must be able to obtain a site security badge.
- Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
Required Knowledge and Skills:
- Demonstrated leadership in a team-based environment.
- Self-starter, highly motivated, requiring little supervision, and able to work well in a team environment.
- Good working knowledge of current design codes and standards such as IBC, SMACNA, ASME, NFPA, NEC, ACI, ASCE, and others.
- Must be highly proficient in work process development and implementation.
- Must be highly proficient in planning breakdown structure for and writing construction work packages to Bechtel NWPPs, SWPPs, IWPPs, or other equivalent processes.
- Must be proficient in cost and schedule analysis.
- Must be proficient in subcontract administration.
- Must have knowledge of all phases of construction operations relating to field activities, of all engineering disciplines, and jobsite management.
- Must have direct hire execution experience on projects of $300M or greater.
- 5 years supervisory experience.
- Prior experience with Nuclear Power plants, DOE, or DOD projects.
- Prior U. S. Government construction experience as a Project Field Engineer or Deputy Project Field Engineer.
- Prior Earned Value Management experience and training. Knowledge of all phases of project scoping, planning, and execution relating to the construction of multi-discipline works.
- Experience with, or exposure to Bechtel innovations such as the X-fighters, Smart Completions, Advanced Work Packaging (AWP), and/or DEP.
