Environmental Science Associates (ESA) is seeking an experienced and motivatedProject Manager to support the planning, permitting, and delivery of natural gas transmission and midstream infrastructure projects. This role will contribute to a diverse portfolio that includes interstate and intrastate pipelines, compressor and meter stations, modernization and integrity management programs, and renewable natural gas (RNG) facilities.

In this role, you will lead natural gas transmission projects through all phases, including routing, environmental studies, permitting, landowner coordination, construction compliance, and closeout. You will collaborate with engineers, scientists, agency partners, and land services teams to ensure projects move forward efficiently and responsibly.

We are seeking candidates with 10+ years of experience and a degree in environmental management, engineering, planning, project management, or a related field. A strong foundation in federal, state, and local permitting frameworks-including FERC and NEPA-is essential.

As part of ESA's collaborative, missiondriven team, you will help advance safe, reliable, and environmentally responsible energy infrastructure. You will work closely with clients, partners, and interdisciplinary teams to guide projects from early feasibility through construction support-ensuring technical excellence, regulatory clarity, and thoughtful solutions that reflect ESA's commitment to environmental stewardship and partnership. This role can be based out of Tampa, Orlando, and/or Boynton Beach, FL.

Who You Are

You are a collaborative, forwardthinking project manager who excels in a multidisciplinary environment. You bring:



  • Experience leading natural gas transmission projects through the full development lifecycle.
  • A minimum of 10 years of relevant experience and a bachelor's degree in environmental science or similar.
  • Strong understanding of regulatory frameworks, including FERC, NEPA, Clean Water Act, ESA, and state/local permitting.
  • A holistic perspective on pipeline development-from feasibility and routing to engineering, construction, and O&M.
  • Proficiency with project management tools (e.g., MS Project, Smartsheet) and experience developing integrated schedules.
  • A proactive approach to identifying challenges and delivering practical solutions.
  • Strong communication skills and the ability to collaborate across technical and nontechnical teams.
  • Demonstrated success in proposal development and client engagement.
  • Willingness to travel for meetings, field visits, and stakeholder engagements.


What You Will Do
Business Development & Strategy

  • Support and lead proposal development, scopes, schedules, and budgets.
  • Represent ESA at client meetings and industry events, helping communicate our capabilities and values.
  • Build and strengthen relationships with pipeline operators, utilities, engineering firms, contractors, and regulatory agencies.
  • Help identify strategic opportunities across the natural gas transmission sector and offer insight into emerging policy and market trends.


Project Leadership & Delivery

  • Manage the full lifecycle of natural gas transmission projects-from conceptual planning and feasibility through construction support and closeout.
  • Oversee project scope, schedule, budget, and quality, ensuring alignment with ESA's standards and client expectations.
  • Develop integrated project schedules that consider engineering, routing, environmental studies, permitting, ROW, procurement, and construction sequencing.
  • Identify risks and constraints early and work collaboratively to develop mitigation strategies.
  • Lead preparation and quality review of routing studies, alternatives analyses, environmental reports, FERC/NEPA documentation, and compliance/mitigation plans.


Routing, Environmental Studies & Compliance

  • Guide siting and routing activities using datadriven constraints analysis, constructability review, and landowner engagement considerations.
  • Manage environmental field studies across biological, cultural, wetlands/waters, noise, air/GHG, soils, and hazardous materials disciplines.
  • Translate technical findings into clear, defensible analyses and balanced mitigation strategies.
  • Support environmental compliance during preconstruction and construction, including monitoring, reporting, training, and agency coordination.


Permitting & Interagency Coordination

  • Develop permitting strategies and manage approvals at the local, state, and federal levels.
  • Lead coordination of FERC Section 7(c) filings, NEPA reviews, resource agency consultations, and Clean Water Act, ESA, and cultural resource permitting.
  • Ensure regulatory documents are accurate, clear, and aligned with agency expectations.
