Environmental Science Associates (ESA) is seeking a motivated and skilledProject Manager to lead a diverse portfolio of energy infrastructure projects-including natural gas transmission and midstream facilities, renewable natural gas (RNG), electric transmission and gridmodernization projects, data center interconnections, and renewable energy developments such as utilityscale solar and battery energy storage systems (BESS). This role can be based out of Tampa, Orlando and/or Boynton Beach, FL.

In this role, you will guide complex, multidisciplinary projects that support the nation's transition to a cleaner, more reliable, and more resilient energy grid. You will work closely with engineers, scientists, agency partners, land services teams, utilities, and developers to deliver highquality work while navigating evolving regulatory, environmental, and market drivers.

ESA is looking for a dynamic individual who combines strong technical insight with leadership, strategic thinking, and the ability to cultivate lasting client relationships.

Who You Are

You are a forwardthinking Project Manager who thrives in a collaborative, multidisciplinary environment and brings experience leading complex energyinfrastructure projects. You understand market trends, can identify and shape new pursuits, and maintain strong client rapport. You have experience across several domains, including:


Natural Gas Transmission & Midstream

  • Pipeline routing, constraints analysis, and constructability review
  • FERC Section 7(c) Certificate processes, NEPA environmental reviews, and multiagency permitting
  • RightofWay (ROW) strategy development, landowner coordination, and environmental compliance


Electric Transmission & Grid Modernization

  • Siting and routing of overhead and underground transmission lines
  • Environmental/engineering coordination for system upgrades, corridor analysis, and licensing
  • Knowledge of ISO/RTO planning frameworks, resource adequacy, and interconnection requirements


Data Center Interconnection

  • Largeload interconnection requirements and related environmental and landuse constraints
  • Coordination with utilities, data center developers, and regulatory bodies under fast timelines


Solar + Battery Energy Storage Systems (BESS)

  • Site screening and feasibility assessments
  • Management of environmental field studies and permitting across all jurisdictional levels
  • Understanding of interconnection, land, wildlife/resource constraints, and constructionphase compliance


Across these sectors, you are adept at synthesizing environmental, technical, regulatory, and stakeholder inputs into clear strategies that move projects forward. You excel at managing scope, schedule, budget, and quality while maintaining strong communication and collaboration with project partners.

    • Have 10+ years of experience managing the full lifecycle of energy infrastructure projects-from proposal development and feasibility studies through permitting, construction support, and closeout.
    • Understand federal, state, and local regulatory frameworks (e.g., FERC, NEPA, Clean Water Act, state utility commissions, local landuse processes).
    • Recognize how natural gas, transmission, and renewable resources work together to support grid reliability.
    • Excel at developing project strategies and contributing to ESA's business development goals.
    • Are proficient with project management tools and can develop integrated, logiclinked schedules across environmental, engineering, ROW, and construction workflows.
    • Anticipate challenges and develop creative solutions across environmental, regulatory, engineering, and stakeholder inputs.
    • Maintain longterm, trusted relationships with clients, public agencies, utilities, pipeline operators, and renewable energy developers.
    • Communicate clearly and collaborate well with technical and nontechnical audiences.
    • Have a strong track record of proposal writing, winning work, and leveraging a professional network.
    • Are able to travel for field visits, client meetings, public engagement, and agency coordination.


    What You Will Do at ESA
    Business Development & Strategy

    • Lead or support proposal development, including scopes, schedules, budgets, and contract negotiations
    • Represent ESA at client meetings, industry events, and regional energy forums
    • Cultivate relationships with pipeline operators, utilities, renewable developers, engineering firms, and regulators
    • Identify and shape opportunities across natural gas, electric transmission, data center, and renewable energy markets
    • Provide insights into emerging policies, regulatory changes, and infrastructure investment trends


    Project Leadership & Execution

    • Manage the full lifecycle of multisector energy infrastructure projects
    • Develop integrated schedules aligned with environmental studies, engineering, ROW, permitting, procurement, and construction
    • Identify criticalpath issues and implement mitigation strategies
    • Oversee highquality technical deliverables, including routing studies, environmental impact documentation, NEPA materials, permit applications, and mitigation plans
    • Foster a collaborative, solutionoriented team environment


    Routing, Environmental Studies & Compliance

    • Lead siting and routing for pipelines, transmission lines, data center interconnections, and renewable facilities
    • Oversee biological, cultural, wetlands/waters, noise/visual, air/GHG, hazardous materials, and other environmental field studies
    • Translate study findings into defensible environmental analyses and practical mitigation strategies
    • Guide constructionphase environmental compliance, including monitoring, training, reporting, and contractor coordination


    Permitting & Interagency Coordination

    • Develop comprehensive permitting roadmaps across federal, state, and local jurisdictions
    • Lead preparation and coordination of FERC Section 7(c) filings, NEPA reviews, Clean Water Act permitting, Endangered Species Act consultations, cultural resource coordination, and local landuse approvals
    • Ensure clarity, defensibility, and accuracy across all regulatory filings and documentation
