- Client requires the services of Software Engineer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Engineer 3, Applications/Software Development and the specifications outlined in this document for the Client.
- All work products resulting from the project shall be considered "works made for hire" and are the property of the Client and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Client will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).
Primary Responsibilities:
- Performs highly advanced senior-level computer programming work. Develop software solutions by studying information needs, conferring with users, and studying systems flow, data usage, and work processes. Investigate problem areas. Prepares and installs solutions by determining and designing system specifications, standards, and programming.
- Write, test, debug, and document complex programs, including client/server and web-based applications using C# (.Net), Blazor, and/or SQL.
- Design, develop and implement specialized programs or routines to create, supplement, and enhance front and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server.
- Work closely and coordinate with systems analysts, architects, and various business areas to gather/validate requirements, understand technical issues, limitations and model solutions that meet the functional and technical requirements.
- Provide support of Client applications software through diagnosis of problems and implementation of changes to resolve problems and maintain software at the most current level.
- Experience in developing and enhancing licensing systems for state agencies, including migrating licensing functionality to modern platforms while enabling seamless legacy data portability for the State of Texas licensing system.
- Proficiency in Visual Studio 2022, .NET Core 9.0, Oracle DB, and DevExpress tools to deliver secure, scalable, and user-friendly solutions.
- Perform research and analysis required specialized programs or routines to supplement and enhance front and back-end web-based applications software using HTML5, CSS, C# .NET Blazor, SQL, Stored Procedures, Oracle, and SQL Server.
- Recommend improvements to processes for application development projects, as needed.
- Perform other duties as assigned.
II. Candidate Skills and Qualifications: Minimum Requirements:

- 8 Years Required: Bachelor's degree, or higher.
- 8 Years Required: 8 years of senior-level work experience and knowledge in analyzing software application systems workflow processes to identify environmental efficiencies and improvements.
- 8 Years Required: 8 years of experience root cause analysis and resolution.
- 8 Years Required: 8 years' experience in leading the design and development of web-based software applications.
- 8 Years Required: 8 years of experience programming in various coding languages including but not limited to: .Net, HTML, HTML5, ASP, Java, JSP, .NET/C#, front end and back-end user interface methodologies technologies, SQL, and stored procedures.
- 8 Years Required: 8 years of experience, independently performing a variety of complicated SDLC related tasks at all phases of the SDLC.
- 8 Years Required: 8 years of experience in software application administration and management.
- 8 Years Required: 8 years of experience in leading SDLC projects from scope to deployment including coordinating with organizational change control boards and release schedules.
- 8 Years Required: 8 years of experience and proficiency in web programming using code languages: .NET/C#, JavaScript, HTML, CSS SQL, Stored Procedures, Oracle, and SQL Server.
- 6 Years Required: 6 years of experience with Agile SDLC methodology.
- 6 Years Required: 6 years of experience in cross-team collaboration for requirements gathering and software development, modifications, and maintenance.
- 5 Years Required: 5 years of experience in programming and implementing software application modifications to accommodate information security requirements and network security integrity.
- 5 Years Required: 5 years of experience leading and directing SDLC teams including code validation and approval of fellow programmers.
- 5 Years Required: 5 years of experience in technical writing and documentation of environment and network changes and release notes.
- 5 Years Required: 5 years of experience in presenting in-person software application change demonstrations for the purposes of seeking customer approval of proposed design.
- 4 Years Required: 4 years of experience using Azure Dev Ops, Jira, or similar.
- 2 Years Required: 2 years of experience programming in C# .Net Blazor.
- 4 Years Preferred: Experience porting existing codebase from Java to C# .NET Blazor.
- 4 Years Preferred: Experience and knowledge of responsive web design practices and implementation.
- 4 Years Preferred: Experience and knowledge of Web Content Accessibility Guidelines (WCAG), and implementation.
- 4 Years Preferred: Previous experience working with TDA systems.
