The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 230,000 UC employees working across ten UC campuses, six medical centers, three national labs and more. POSITION SUMMARY

This role provides technology-driven analysis of business practices, processes, and compensation programs to support effective workforce administration in a higher education environment. The analyst collaborates closely with HR, Payroll, and IT to design and refine processes, data structures, system configurations, and policy or procedural updates that ensure alignment with organizational goals and regulatory requirements. Key responsibilities include analyzing business needs; developing solutions involving process redesign, data and information architecture, software configuration, or policy changes; and creating system specifications. The role designs system details and user interfaces; validates requirements; and plans and executes unit, integration, and user-acceptance testing. It may also develop training materials and lead cross-functional teams to resolve complex business or system issues. The analyst reviews and assesses system upgrades, modifications, enhancements, and reporting tools to support ongoing business processes. The Workforce Administration (WFA) Business Analyst supports the effective administration of HR data, system configuration, and operational processes within UCPath. The analyst manages mass compensation activities, executes system configuration updates, develops and modifies queries, processes cases and Jira requests, and collaborates closely with campus locations to resolve issues and ensure accurate workforce data. This role requires strong technical proficiency, analytical skills, and the ability to troubleshoot system behavior while maintaining clear communication with stakeholders. Using professional compensation concepts, the analyst applies established policies and procedures to resolve a range of compensation-related issues. The role exercises judgment within defined guidelines, receives general direction for ongoing assignments, and detailed instructions for new or more complex compensation projects. This position ensures that campus-proposed compensation actions comply with policy and are properly structured for review by systemwide labor relations and compensation. The analyst prepares required reports for wage implementation updates and coordination.

Key Responsibilities

  • 40% SYSTEM SUPPORT, TESTING, AND CONFIGURATION Works closely with other department members and ITSS to support the PeopleSoft Human Capital Management system for HR/ WFA related processes. This position will serve as the UCPath subject matter expert (SME) for the Workforce Administration, Compensation Administration, Absence Management and Position Management modules within UCPath. This position will also serve as a UCPath SME for all HR, Leave of Absence and Compensation customizations and vendor processes. Analyzes processes and identifies system discrepancies related to Primary Job Derivation, Pay Group assignment, Mass Compensation processing and other HR/ WFA related customized batch processes that run to no success or produce errors.
  • 30% Plans and executes unit integration and acceptance testing. Coordinates and performs table and configuration maintenance within the HR/ WFA department modules and tables. Uses in-depth knowledge of HR/ WFA business processes and rules to communicate system needs and requirements. Assists with data analysis to find trends or indications of potential issues and provides support for processing and troubleshooting changes within the UCPath system. Creates and edits queries for data audits, testing validation and troubleshooting issues. Assesses new functionality as it is released and advises the UCPath leadership on the use of new functionality to improve business operations.
  • 5% Reviews error logs and record system issues and develops and implements solutions. Coordinates testing process for system changes to include scheduling test cycles with the appropriate parties, obtaining testers and applicable test database access, and translates business requirements into test cases.
  • 5% Plans and executes unit integration and acceptance testing. Participates in cross-functional teams to address complex business or systems issues. Identifies gaps in business processes and system functionality and works with the necessary parties to recommend and implement system changes. Monitors policy and rate changes to update business process and system modifications to salary plan and grade tables, including the preparation of Business Requirement Documents.
  • 10% Recommends and implements changes in processes and procedures. Stays current on configuration changes needed to implement upcoming mass wage implementations as well as salary plan, department and table requirements. Creates and updates testing scripts when implementing enhancements and/or during the migration process for system defects. Provides knowledge transfer to WFA work streams on business process and system changes. Reviews existing business processes, assists operational groups with identifying inefficiencies, enhances quality control standards and recommends optimal solutions for process improvement. Provides project management support between WFA teams and ITSS as required. Creates, tracks, manages, and drives all business process defects to full resolution via workarounds and incidents.
  • 10% Consults with WFA department supervisors and manager to ensure defects, workarounds, and incidents are managed according to specific business/process need. Partners with ITSS department to ensure effective and timely resolution of all workarounds, change requests and incidents.

Preferred Qualifications

  • Thorough knowledge of business processes and procedures.
  • Demonstrated testing and test planning expertise.
  • Has a thorough knowledge of modules in PeopleSoft related to Workforce Administration, Compensation Administration, Absence Management and Position Management. Understanding of the system structure and modifications and how they impact operations and business objectives.
  • Knowledge of UC personnel and payroll policies and procedures.
  • Experience with configuration rules and tables updates. Understanding of the interdependencies between PeopleSoft modules.
  • Experience and proficiency in PeopleSoft HCM 9.2.
  • In depth knowledge of PeopleSoft Human Resources/ Workforce Administration, Absence Management, Position Management, and Compensation Administration Modules.

Education
Required Qualifications

  • Bachelor's degree in human resources, business administration, computer science, or related field and / or equivalent experience / training.

SALARY AND BENEFITS

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.

This position will work a hybrid schedule which includes a combination of working both onsite at UCPath in Riverside and remote in California.
