GENERAL PURPOSE:
The Backflow Device Technician I performs moderately difficult work requiring judgment in assuring proper testing of all backflow prevention devices in the City's utility system as specified by the Department of Environmental Protection (DEP) regulations, Chapter 62-555 and City Ordinances 102.26. This work is performed under close supervision - the incumbent is assigned duties according to specified procedures and receives detailed instructions; work is checked frequently and is reviewed through observation, adherence to policies and procedures, and review of results achieved.

ESSENTIAL FUNCTIONS:

Contact required users of backflow prevention devices to ensure that they are tested as outlined in the DEP, regulations Chapter 62-555 and City Ordinance 102.26.
Properly document all activities to maintain records for compliance with city codes and applicable regulatory agencies.
Remove, repair, test, and install backflow prevention devices.
Perform other work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
Working knowledge of departmental and municipal rules, regulations, policies, and procedures.
Workingknowledge of occupational hazards, safety rules, and practices of the work.
Working knowledge of mechanical valves and checks.
Working knowledge of basic plumbing skills for potable service lines, pipe size and type, outside and inside diameter specifications.
Skill in the operation of modern office equipment, computers, and software, including Microsoft Office applications (Word, Excel, PowerPoint, etc.).
Ability to test all backflow devices and to detect any malfunctions in the device.
Ability to perform analysis accurately and to adjust procedures when needed.
Ability to establish and maintain effective relationships with employees, supervisors, city officials, and the general public.
Ability to communicate information tactfully and impartially, both in person and in writing with all staff, city officials, and the general public.
Ability to demonstrate proficiency in the City of Winter Park Core Competencies.
Ability to understand and follow oral and written instructions and keep accurate records.
This position is performed with working knowledge - the incumbent has ability to recall and apply important and commonly-used information from relevant source documents or information in a particular subject field.

Typical Qualifications

MINIMUM QUALIFICATIONS:
High School Diploma or equivalent; supplemented by a minimum of one year of experience working in a public water distribution system and certification by Florida Water and Pollution Control Operators Association (FWPCOA) or University of Florida Training, Research and Education for Environmental Occupations (UF TREEO), as a backflow tester and repair person.
An equivalent combination of education, training and experience, which provide the necessary knowledge, skills and abilities and other competencies required for the position may be considered.
CERTIFICATIONS, TRAINING, SPECIAL REQUIREMENTS:
Must obtain certification as a Cross Connection Inspector from UF TREEO within two years of employment.
Must have a valid Florida Driver's License, Class E or higher.
NOTE: All required certifications must be current at the time of application and maintained in an active state as a condition of continued employment.

OTHER REQUIREMENTS:
Physical
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 25 pounds of force frequently, and up to 10 pounds of force repetitively to lift, carry, push, pull, and reposition objects.
Ability to traverse about a variety of city facilities/jobsites, with or without reasonable accommodation.
Ability to ascend/descend stairs, scaffolds, and ladders.
Ability to remain stationary at jobsites for extended periods of time and repetitively operate related equipment for repairs/maintenance.
Ability to manipulate objects, demonstrate small, precise movements, and operate necessary equipment such as small hand and power tools repetitively or continuously.
Environmental
Tasks may require frequent exposure to adverse environmental conditions including inclement weather, sun, extreme temperatures, odors, dirt and dust, loud noises, and hazardous chemicals, etc.
Sensory
Tasks require the manipulation of objects and demonstration of small, precise movements, the ability to detect and distinguish various features of one's surroundings, and the ability to effectively communicate and exchange information with others.
