The Senior Director of Public Policy leads and manages Medica's public policy agenda and related business interests across our service area. The incumbent develops Medica's response to state and federal legislation and regulatory matters, advances policy solutions, supports the work of Medica's regional government relations experts, and serves as a strategic adviser to Medica business partners implementing legislative and regulatory change.

Key Accountabilities:



  • Proactively manages Medica's State and Federal Policy and Regulatory Goals

    • Develops Medica's public policy agenda and positions the team as a thought leader on emerging legislative and regulatory issues
    • Leads engagement with Medica's senior leadership and internal partners by serving as a strategic business advisor that orients public policy towards Medica's business priorities
    • Creates win(s) for policy makers and Medica's business goals by exhibiting an adaptive mindset that bridges the gap between a challenging policy and regulatory environment and business objectives
    • Leads Medica's state and federal regulatory advocacy by drafting formal responses to agency rulemaking and building relationships with state and federal regulatory agency staff


  • Key Stakeholder Engagement to Drive Medica's Policy Agenda

    • Establish and maintain executive-level relationships with regulatory agencies, influential trade associations, and other partners to shape healthcare policy
    • Serves as a policy expert who translates complex policy issues into legal action by drafting legislation and amendments in high-impact forums and settings such as insurance trade associations
    • Guides the government relations team in addressing priorities while enhancing the team's influence and promoting consistency across Medica's service area. Recognizes the impact of legislation and regulation on the business with keen instincts to simplify administrative complexity and maximize growth potential
    • Anticipates stakeholder concerns and proactively adapts messaging and negotiation strategies that mitigate business risk, build trust, and support Medica's reputation


  • Regulatory Handoff and Implementation

    • Provides strategic direction to align the organization on the impact of legislation and regulation by translating change into business rules
    • Works closely with Medica's attorneys, operations teams and the Compliance Department on the intake, analysis, and dissemination and implementation of policy and regulatory change
    • Manages Medica's ongoing tracking and documentation of health care reform regulations and sub-regulatory guidance, in coordination with Medica's Compliance Department
    • Helps oversee enterprise-wide compliance strategy for legislative and regulatory changes, ensuring timely implementation and risk mitigation
    • Supports ongoing management and monitoring of regulatory developments and business impacts and leads policy solutioning to clarify gaps and reduce regulatory risk
    • Supports audits and regulatory reviews, ensuring transparency and accountability at the highest level


  • Research and Develop Policy Materials Media Responses

    • Assists the VP of Public Affairs and Medica's government relations team with summaries, PowerPoints and other supporting policy materials that advance Medica's agenda
    • Serves as an internal thought leader to Medica's Sr leadership, Communications Team, and other external facing functions by supporting participation in key stakeholder meetings, presentations, and other high profile settings




Required Qualifications:



  • Bachelor's degree or equivalent experience in related field; advanced degree or law degree preferred
  • 10+ years of work experience beyond degree
  • 5+ years in a leadership position
  • 5+ years of health insurance industry experience


Skills and Abilities:



  • Thorough understanding of legislative process and health care policy issues
  • Experience in the health care field
  • Proven leadership experience managing teams and external consultants
  • Exceptional communication and people skills, with the ability to influence and build consensus across diverse stakeholder groups
  • Demonstrated ability to navigate dynamic political landscapes and deliver results aligned with business objectives
  • Experience working with regulatory bodies, and policymakers


This position is an Office role, which requires an employee to work onsite at our Minnetonka MN office, on average, 3 days per week.

The full salary grade for this position is $130,300 - $223,400. While the full salary grade is provided, the typical hiring salary range for this role is expected to be between $130,300 - $195,510. Annual salary range placement will depend on a variety of factors including, but not limited to, education, work experience, applicable certifications and/or licensure, the position's scope and responsibility, internal pay equity and external market salary data. In addition to base compensation, this position may be eligible for incentive plan compensation in addition to base salary.
