Pay Range

$160,680- $196,752 Annually for the H04.5 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Job Description

We have an opening for an Instructional Designer Lead - Learning Systems, Automation, and Emerging Technologies. You will use complex and sophisticated instructional design theories and analysis techniques for adult learners to define, develop, and modernize ES&H training, both by creating new (full lifecycle) and revising existing courses and advanced computer-assisted learning systems, using a systematic approach to training development. In this role, you will also provide technical leadership for learning systems, workflows, and automation, and use the latest web-development, multimedia, and emerging technologies to keep the Laboratory's training effective, efficient, and aligned with DOE and industry best practices. This position is in the Safety Education & Training Office within the Environment, Safety & Health (ES&H) Directorate.

This position offers a full-time off-site work schedule. You will collaborate and contribute through virtual interactions. Occasional on-site presence to meet business needs may be required.

You will

  • Assess, develop, implement, revise, and maintain the ES&H training courses and learning systems by applying instructional design skills and effective learning principles in accordance with Department of Energy (DOE) Orders. while also analyzing and adjusting based on training effectiveness
  • Collaborate with subject matter experts (SMEs) and key stakeholders to gather information to properly develop course content, materials, goals, and objectives including text, graphics, video, audio, test questions, and instructor guides, while optimizing learner engagement, participation, and ensuring alignment with adult learning principles.
  • Write scripts, scenarios, and simulations for web-based courses ensuring proper materials integration of multimedia elements and course development software.
  • Identify, recommend, and execute new methods to enhancing training in collaboration with ES&H stakeholders and customers while mentoring more junior team members in the application of these practices.
  • Lead strategies and annual reviews of course content to ensure proper compliance with potential changes to DOE Orders by applying structured evaluation methods.
  • Align institutional training with organization strategies and regulatory requirements making updates as needed.
  • Provide leadership direction for ES&H learning systems, workflows, automations, and content governance to ensure training products are efficiently developed, deployed, and maintained in accordance with institutional standards.
  • Conduct job-Task Analyses to ensure systematic training approaches and extend assessments to Levels 3-4, to evaluate, and recommend computer-assisted and technology-enabled training solutions as appropriate (e.g., simulations, XR, vendor-provided content).
  • Perform other duties as assigned.

Qualifications
  • Must be eligible to access the Laboratory in compliance with Section 3112 of the National Defense Authorization Act (NDAA). See Additional Information section below for details.
  • Bachelor's degree or higher in instructional design, learning technologies, education, communication, or a closely related field with significant coursework or experience in instructional design, or an equivalent combination of education and experience.
  • Extensive experience interpreting, applying, and ensuring training compliance with safety policies and other relevant regulatory standards.
  • Subject matter expertise in complex instructional design and training automation, leveraging technology and adult learning theory to create effective instructor-led, web-based, simulation-based, and on-the-job training, including comprehensive target audience analysis, needs assessments, and curriculum development.
  • Extensive skills with course development tools (e.g., Articulate Storyline 360, Captivate), multimedia production software (e.g., Final Cut Pro, Adobe Premiere), and web-development technologies.
  • Advanced experience evaluating and integrating emerging technologies, including simulations, XR/VR/AR, and AI-enabled tools, into training solutions.
  • Experience providing technical direction to less-experienced instructional designers or multimedia staff in the development, modernization, and continuous improvement of training content.
  • Advanced verbal and written communication facilitation, and collaboration skills necessary to effectively work with all levels of personnel under consultative direction with significant latitude.

Qualifications We Desire

  • Experience working in a DOE or NNSA national laboratory environment, including familiarity with related training program requirements and their implementation.
  • Advanced graphic design skills for creating job aids, infographics, and performance tools utilizing Human Performance Improvement principles.
  • Experience leading or implementing XR/VR/AR or other immersive learning programs for adult learners in technical or high-consequence environments.
  • Audio, video, and photography experience using at least 3 of these: Adobe Acrobat Pro, Adobe Illustrator, Adobe Photoshop, Articulate Engage, Articulate Presenter, Articulate Storyline, Quizmaker, Video Encoder, Captivate, Camtasia, or Dreamweaver.

Security Clearance

This position requires either no security clearance, or a Department of Energy (DOE) L-level or Q-level clearance depending on theparticular assignment.

If you are selected and a security clearance is required, wewillinitiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. L and Q-level clearances require U.S. citizenship.

If no security clearance is required, but your assignment is longer than 179 days cumulatively within a calendar year, you must go through the Personal Identity Verification process. This process includes completing an online background investigation form and receiving approval of the background check. (This process does not apply to foreign nationals.)

National Defense Authorization Act (NDAA)

The 2025 National Defense Authorization Act (NDAA), Section 3112, generally prohibits citizens of China, Russia, Iran and North Korea without dual US citizenship or legal permanent residence from accessing specific non-public areas of national security or nuclear weapons facilities. The restrictions of NDAA Section 3112 apply to this position. To be qualified for this position, Candidates must be eligible to access the Laboratory in compliance with Section 3112.

Pre-Employment Drug Test
