Job Description

Program Management Support personnel must have current acquisition and program management knowledge and experience in support of Department of Defense weapon systems, preferably Air Force. This includes experience managing program cost, schedule, performance, and risk. The role requires balancing many factors that influence cost, schedule, and performance, such as meeting organizational goals, meeting financial goals, managing risk, managing schedules, integrating projects, handling financial management responsibilities, and integrating these functions to plan and implement acquisition management in accordance with DoD 5000 series policy and AFI 63-101/20-101.

The position includes creating and supporting program documentation and activities such as Early Strategy and Issues Sessions, Acquisition Strategy Panels, Integrated Master Plans and Schedules, Acquisition Program Baselines, Clinger-Cohen Act compliance, cybersecurity strategy, Program Protection Plans, Life Cycle Management Plans, risk management plans, milestone briefings, government-furnished equipment management, budget and cost research, performance work statement development, contract data requirements list development and coordination, and Security Classification Guide development and coordination.

The role provides specialized acquisition and program management services to assist the Government with acquisition planning, execution, and program support.

It also includes developing, reviewing, coordinating, and following up on cost estimate requests, cost impact requests, changes in scope, purchase requests, and similar documentation. Contractor personnel must understand the external agency points of contact required to coordinate these documents.

Support is required for program management reviews, system requirements reviews, preliminary design reviews, critical design reviews, configuration control boards, system safety groups, production status meetings, design reviews, technical interchange meetings, provisioning and supply conferences, technical data conferences, test plan working groups, and other related program meetings and conferences.

Additional responsibilities include creating, drafting, updating, and modifying agendas, briefing materials, and meeting minutes.

The position requires drafting and updating documentation including studies and analyses of provisioning lists, ACAT and Services Acquisition Category documentation, Program Protection Plans, Life Cycle Management Plans, and risk management plans.

Personnel must be able to use the CCaRS system to initiate documentation and generate reports needed to define and coordinate program requirements, formulate budgets, forecast program execution, track execution, and reconcile execution data in support of DoD acquisitions and life cycle management program execution.

Required Experience and Skills

Experience completing acquisition program management tasks that support the life cycle management of products and systems within the Defense Acquisition System using UCA, MTA, MCA, software acquisition, or acquisition of services pathways.

Experience developing pre- and post-award documentation, milestone planning, tracking, scheduling, preparing briefings, coordinating staff actions, and developing decision documentation.

Required Professional Qualifications

Acquisition qualification and configuration management certification in any of the following categories:

Defense Acquisition University credential program, CACQ 010 Foundational Acquisition Intelligence Credential; or

Defense Acquisition Workforce Improvement Act Acquisition Professional Development Program, any level; or

A degree or certificate in life cycle management, product life cycle management, or a related field from a university or learning institution accredited by a U.S. Department of Education-approved accrediting organization.
