Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. Location: Butte- Building- 523 NW Everett St, Portland, OR 97209

Schduele: M-F 7:00am-4:00pm

Compensation: $ 72,238.40-$101,129.60

Summary:

The Facilities Manager for 121 NW Everett oversees the physical operations, facility maintenance, repairs, and janitorial services of the facility. Responsibilities include supervising building facilities staff, identifying and prioritizing capital needs, planning preventive maintenance, coordinating with vendors, handling repairs, ensuring prompt responses to work orders, managing parking lots, handling other requests, and working on special projects. In the future, this manager may provide leadership of staff and building maintenance needs for additional locations.



MINIMUM QUALIFICATIONS:



  • Requires a high school diploma or GED and 3 years of facility coordination or facility management experience.
  • Trade background, prior facility maintenance and management experience and/or formal trade or technical school in one or more of the major trades. General experience and understanding of all building trades and equipment that would be found in large complex facilities.
  • Experience with, and understanding of, construction drawings, wiring diagrams, schematics, specifications, and manufacturer information.
  • Intermediate skill level in Microsoft Office, including Word, Excel, PowerPoint, and Project
  • Must possess or obtain certification in Renovation, Repair, and Painting (RRP) and Lead-based Paint Activities by the Oregon Health Authority (OHS) within 30 days of start date and must submit proof of certification to HR within 30 days from start date.
  • Intermediate level skill level in MS Office Suite (Excel, Word, PowerPoint, Teams).
  • Must generally have the ability to walk, bend, stoop, kneel, squat, twist, reach, pull and life heavy objects, and climb stairs, with reasonable or no accommodation.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Workplace Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must possess a current driver's license, access to a vehicle, and qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage. Must pass a initial driver training and continued recertification training.
  • Must pass a pre-employment drug screen and background check.

ESSENTIAL DUTIES AND RESPONSIBILITIES



  • Serve as the point of contact for facility-related concerns. Address both internal and external customer service requests related to janitorial or facility needs, assisting with issue resolution as required. Oversee facility repair requests by assessing, coordinating, and ensuring repairs are completed. Submit work order requests as appropriate.
  • Communicate with internal and external stakeholders regarding all facility-related activities.
  • Identify, prioritize, and manage facility projects to ensure minimum disruption to core activities.
  • Provide leadership, supervision, and oversight of assigned janitorial and maintenance staff. Duties include hiring, conducting performance evaluations, providing coaching, and managing personnel. Collaborate with Human Resources to enhance employee performance and administer discipline when necessary.
  • Assist in the forecasting, scoping, and execution of budgets. Track and analyze budgets and make recommendations for action. Provide reports to operations management on the status of respective capital projects. Approve expenses by overseeing the coding of invoices/expenses to ensure all are in accordance with the approved budgets.
  • Provide oversight of the coordination of all physical operations of the building.
  • Develop, implement, monitor, and enforce standards and operational specifications for building systems, including HVAC, security access control, etc.
  • Manage and coordinate the work of contractors.
  • Develop, implement, and monitor preventative maintenance schedules to ensure maximum longevity of equipment and determine replacement, repair, and maintenance schedules and needs.
  • Responsible for parking management, including creating a parking management plan and ongoing communications and collaboration with the CCC Fleet Department.
  • Lead regular inspections of the property to ensure building maintenance standards are met, and equipment is in appropriate condition.
  • Evaluate the complexity of building repairs to determine the best solution and project job cost.
  • Oversee implementation of approved procedures to ensure ongoing efficient operations. Implement newly developed policies and procedures as directed.
  • Organize and facilitate regular staff meetings, ensuring effective communication with team members. Develop and enhance onboarding and continued education curricula for staff.
  • Deliver training to both new and current employees, confirming completion of all mandatory sessions.
  • Manage daily staff schedules and execute the Collective Bargaining Agreement shift-bid process to address staffing vacancies.
  • Maintain inventory and equipment for janitorial and facility supplies.
  • Coordinate with relevant departments and external vendors to uphold property conditions and standards.
  • Maintain records, prepare reports, and compose correspondence related to the work.
  • Respond to emergency calls for assistance when needed.
  • Maintain up-to-date knowledge and application of industry best practices.
  • Complete all mandatory CCC training promptly.
  • Comply with all applicable state and federal privacy and security regulations, as well as CCC confidentiality, privacy, and security policies and agreements.
  • Perform additional duties as assigned.
