Overview Under the general supervision of the Manager, the Sr. Financial Analyst is responsible for analyzing and coordinating department activities and processes including capital and O&M budget preparation, analysis and forecasting, project scheduling, project estimating, project status reporting and accrual managements, procurement efforts, invoice and receipting administration, updating policy and procedures, and providing general business support to the Project Management department. Additional duties include interaction and coordination with multi-functional project teams and other departments.

Core Responsibilities
- Ensure implementation of Company safety, health and environmental programs for employees whose work is directed, and confirm that safe work practices are followed in compliance with Company policy and governmental regulations.

- Supervise employees providing guidance, support, and ensuring tasks are completed efficiently and on time.
- Dedicate efforts to enhancing the customer experience internally and externally, and support a proactive, customer-centric culture to foster trust and improve stakeholder value.
- Manage all project procurement and tracking of Spot Buys, BPAs, CPAs, EPCs and all procurement bid efforts, and support vendor qualification and risk assessment tracking.
- Create requisitions, maintain requisition lists, and monitor the departments capital projects, including identifying and analyzing monthly accruals and preparing status reports.
- Attend field visits, field walks and pre-award meetings, and coordinate engineering package and schedule review meetings to support the Project Management team.
- Process receipts in Oracle in accordance with vendor contract terms and Company policies and procedures.
- Ensure invoice verification processes are consistent with CM-1 (Construction Admin Manual) and departmental best practices, and provide support for timely resolution of payment discrepancies.
- Coordinate the departments Capital and O&M budget preparation, analysis and monthly forecasting, and provide business and financial support to the Business Services Project Manager.
- Prepare and maintain cash flow forecasts, funding requests, and monthly variance reports to support accurate financial planning and performance tracking.
- Coordinate and track procurement activities for long-lead equipment and project materials, ensuring milestone payment alignment and compliance with contract terms.
- Maintain and enhance departmental SharePoint dashboards, procurement logs, and performance metrics, assist with process improvements, provide guidance and cross-training in Oracle workflows, and support audits, administrative tasks, and project reporting as needed.
Qualifications
Required Education/Experience
- Bachelor's Degree and at least 5 years of related work experience.
Preferred Education/Experience
- Master's Degree Related field and/or CFA certification preferred and Two years of professional experience in the field of Pensions Investments and/or General Investment Management.
Relevant Work Experience
- Must have supervisory experience, required.
- Must have excellent written and verbal communication skills and be able to deal interact tactfully and effectively with all levels of the organization, as well as customers and outside vendors, required.
- Demonstrated proficiency in using Microsoft Office products (e.g. Word, Excel, PowerPoint, Outlook), required.
- Must be well organized, detail oriented, flexible to handle multiple assignments and able to meet deadlines, required.
- Experience with MS Project or Visio, preferred.
- Knowledge of project budgeting, scheduling, estimating and work management systems, accounting systems, and workload planning tools (e.g. Primavera, Microsoft Project), required.
- Experience in project management, engineering, accounting or finance, preferred.

Additional Physical Demands
- The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
- Must be able and willing to travel within Company service territory, as needed.
- Must be able to participate in the Companys emergency management processes and storm plans as required.
