Summary of Position

ASTM is seeking a highly motivated and technically fluent Program Manager to help build, operate, and scale the ASTM Data Exchange-a global data-sharing ecosystem designed to unlock high-value industrial datasets for AI training and manufacturing productivity. This role will serve as a central coordination point between ASTM, contributor organizations, technical committees, and global partners. The Program Manager will oversee project execution, data contributor onboarding workflows, standards alignment, and operational readiness for a deeply transformative initiative. This position is ideal for a program builder who thrives at the intersection of AI, data governance, digital manufacturing, and large-scale multi-stakeholder initiatives.

Key Responsibilities

Program Operations & Delivery

  • Manage day-to-day execution of the ASTM Data Exchange program, ensuring alignment with strategic milestones, partner responsibilities, and third-party deliverables.
  • Coordinate cross-functional teams (engineers, data scientists, marketing, legal, member companies) to support timely deployment of program components.
  • Maintain operational readiness for contributor and requestor portals, UI interfaces, and secure data ingestion workflows.
  • Support documentation, planning, and execution of the Data Exchange and its milestones.

Data Contributor & Partner Engagement

  • Serve as a primary point of contact for contributors providing data, guiding them through onboarding, governance requirements, and technical support.
  • Coordinate "lighthouse" contributor workflows, ensuring data quality, metadata completeness, and compliance with contributor-defined usage controls.
  • Facilitate the data request "flywheel" process, working with the Data Exchange team to fulfill high-value data requests and resolve data gaps.

Standards & Governance Alignment

  • Engage with ASTM's Technical Committee on AI for Manufacturing.
  • Ensure that program operations comply with emerging standards for data sovereignty, permissions, attribution, and model governance.
  • Contribute to best practices for data quality scoring, data lineage, and contributor-defined permissions.

Strategic Planning & Reporting

  • Develop program dashboards, KPIs, progress reports, and risk assessments to keep senior leadership and partners informed.
  • Identify operational bottlenecks and recommend solutions to enhance scalability and reliability.
  • Participate in budget planning, forecasting, and resource prioritization.

Communications & Ecosystem Development

  • Support marketing and communications specialists on program promotion, events, and workshops.
  • Prepare presentations, briefs, and materials for global partners, governmental stakeholders, standards bodies, and internal teams.
  • Represent ASTM Data Exchange in cross-industry meetings, technical sessions, and conferences as needed.

Required Qualifications

  • Bachelor's degree in Engineering, Computer Science, Data Science, Information Systems, or related field.
  • 5-8 years of experience in program/project management in one or more relevant domains:
    • AI / ML platforms
    • Data governance / data platforms
    • Manufacturing or industrial digitalization
    • Standards development or regulatory coordination
  • Experience coordinating multi-stakeholder initiatives or complex technical programs.
  • Strong familiarity with data management workflows, data quality, or data architecture (cloud platforms, data ingestion, metadata, data pipelines, etc.).
  • Excellent communication, organization, and stakeholder management skills.
  • Ability to work with engineering, standards, BD, and executive teams in parallel.

Preferred Qualifications

  • PMP, Agile, or similar certification.
  • Experience working with manufacturing data (AM process data, TIC data, CNC/machining data, in-situ sensor data) is a major plus.
  • Understanding of AI agent frameworks (e.g., RAG, MoE architectures, fine-tuning workflows) or modern data governance practices.
  • Prior experience with standards organizations, industry consortia, or government-funded technology programs.
