Rutgers, The State University of New Jersey is seeking an
HRIS Analyst for University Human Resources. The
HRIS Analyst role is a highly analytical and detail-oriented position on our
HRIS department. This role will serve as a strategic partner between
UHR stakeholders and IT, leading the implementation, maintenance, and enhancement of HR systems-particularly in areas such as payroll, benefits, talent management, and compliance. The
HRIS Analyst must have a strong understanding of HR processes, data structures, and enterprise systems, with the ability to translate business needs into technical solutions.
Among the key duties of the position are the following:
- Provides subject matter expertise for the implementation process of Oracle HCM Cloud.
- Partners with integration developers to build and maintain system interfaces, web services, integration architecture, and file-based interfaces to enhance HR initiatives in areas of benefit administration, talent acquisition, performance management, ethics & compliance.
- Translates business requirements into functional specifications and system design documents.
- Manages the completion of requirements analysis and verification, ensuring that requirements statements are complete, consistent, traceable, unambiguous, feasible and verifiable.
- Conducts gap analysis and recommend system enhancements to improve HR processes.
- Manages and provide functional leadership, guidance, and advice for system issues and change requests per processing guidelines and processes.
- Collaborates with HR, IT, Payroll, Benefits and Finance teams to maintain business continuity and identify continuous process improvement initiatives.
- Communicates clearly with technical teams and business stakeholders.
- Develops SOP documents and updates to internal procedures / practices based on change management activities for the department and downstream stakeholders.
- Serves as an escalation point for complex system or data-related issues impacting downstream stakeholders & systems.
- Acts as a liaison between technical teams and business units, ensuring alignment of system capabilities with organizational goals.
- Ensures data integrity through regular audits, validations, and reconciliation processes.
- Ensures data compliance aligns with HR policies and data governance.
- Partners with OIT analysts to automate dashboards within Tableau, ServiceNow, and eventually HCM Cloud.

The final salary offer may be determined by several factors, including, but not limited to, the candidate's qualifications, experience, and expertise, and availability of department or grant funds to support the position. Consistent with the current application of Rutgers Policy 60.3.22, this position may be eligible for a hybrid work arrangement.
The flexible work arrangements outlined in Rutgers Policy 60.3.22 are part of a pilot program that is effective September 1, 2022 through January 31, 2026. Therefore, there is no guarantee that this flexible work arrangement will continue beyond that date. Qualifications
| Minimum Education and Experience |
- Bachelor's degree in Information Systems, Human Resources, Business Administration, or related field.
- 5+ years of experience as a Business Analyst or Systems Analyst in HRIS or related domain.

- Strong knowledge of HR processes and systems (e.g., Workday, Oracle HCM, SAP SuccessFactors, ADP).
- Experience with system implementations, integrations, and data analysis.
- Proficiency in SQL, Excel, and reporting tools (e.g., PeopleSoft Query Manager, Power BI, Macros, Component Interface, Vlookup).
- Excellent communication, problem-solving, and project management skills.
