JOB ANNOUNCEMENT SENIOR PROCUREMENT SPECIALIST Department of Procurement Services Number of Positions: 1 (Additional vacancies are possible pending budget approval) Annual Starting Salary: $89,112 Applications for this position will be accepted beginning 12-9-25 until 11:59pm CDT on 12-23-25 Under general supervision, the class is assigned to the Department of Procurement Services responsible for coordinating and enforcing the city's Request for Proposal (RFP), Request for Qualifications (RFQ) and Request for Information (RFI) procurement processes for operating departments and performs related duties as required. ESSENTIAL DUTIES * Responsible for coordinating and enforcing the City's Request for Proposal (RFP), Request for Qualifications (RFQ) and Request for Information (RFI) processes for operating departments. * Reviews and clarifies detailed specifications submitted by operating departments to ensure completeness and compliance with the city's procurement standards for the purchase of goods and services (e.g., professional services, commodities, work services, materials, equipment). * Reviews checklists completed by staff in user departments and completes designated portions for the Department of Procurement Services. * Verifies the validity of supplemental documentation and attaches to contract packages for further review and approval. * Advises and provides technical assistance to staff in operating departments on the city's procurement processes and procedures. * Evaluates vendor bids, and solicitation of bids/RFPs/RFQs for the responsiveness to contract specifications (e.g., cost, qualifications). * Prepares documentation for the advertisement and solicitation of bids, RFP/RFQs. * Participates in and facilitates evaluation committees to review submitted proposals in response to RFPs and RFQs including contract negotiation with selected vendors. * Prepares addendum for revision or clarifications to the solicitation of bids/RFP/RFQs. * Calculates bid tabulations and make recommendations for the selection of the lowest bidder, as required. * Evaluates vendor proposals for the responsiveness of bids/RFP/RFQs solicitation documents. * Reviews and approves contract modifications and prepares addendums in order to notify prospective bidders of changes. * Prepares tabulations for bids/RFP/RFQ evaluation reports for vendor selection. * Schedules and facilitate pre-bid and post-bid conferences to review contract scope and to respond to participant questions. * Reviews contract modifications and amendments to verify allowable contract changes. * Maintains copies of contract documentation and forwards for imaging and record keeping purposes. * Job requires travel to O'Hare International Airport.
Additional duties may be required for this position Location: (City Hall) 121 N. Lasalle, Suite #806, Midway or O'Hare International Airport Chicago, IL. Days: Monday-Friday Hours: 8:30a.m. to 4:30p.m. THIS POSITION IS IN THE CAREER SERVICE Qualifications
Eight (8) years of work experience in the development, negotiation, and administration of contracts management and/or procurement of supplies, equipment or services. OR Graduation from an accredited college with an Associate's degree, plus six (6) years of work experience in the development, negotiation, and administration of contracts management and/or procurement of supplies, equipment or services. OR Graduation from an accredited college or university with a Bachelor's degree, plus four (4) years of work experience in the development, negotiation, and administration of contracts management and/or procurement of supplies, equipment or services. OR Graduation from an accredited college or university with a Master's degree or higher, plus three (3) years of work experience in the development, negotiation, and administration of contracts management and/or procurement of supplies, equipment or services.
