THE POSITION

This role with Pennie, Pennsylvania's Official Health Insurance Marketplace, provides critical Quality Assurance (QA) and User Acceptance Testing (UAT) support to ensure that our systems function seamlessly for staff, partners, and consumers. As a key liaison between business units, IT, and vendor partners, you will help deliver secure, high-quality technology solutions that advance Pennie's mission of connecting Pennsylvanians to affordable health coverage.


DESCRIPTION OF WORK

In this Business Analyst position, you will support Pennie by ensuring system changes and releases meet business and technical requirements before deployment. This role leads quality assurance and user acceptance testing, investigates reported issues, and collaborates with IT staff, vendors, and business users to resolve problems and implement enhancements. By analyzing requirements, validating functionality, and providing post-deployment support, you will help Pennie deliver reliable technology solutions that strengthen operations and improve the customer experience. Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In most cases, the salary for Pennie positions will start at the beginning of the posted salary range and may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of professional experience in business analysis, quality assurance, or system testing and
  • A bachelor's degree in business administration, computer science, information technology, or a related field (or equivalent education and experience).

Additional Requirements:

  • You must currently reside in or be willing to relocate to Pennsylvania for the duration of your employment.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Experience with Affordable Care Act (ACA)
  • Experience with federal- and state-based exchanges
  • Experience with Medicaid programs
  • Experience with automated testing tools
  • Experience with JIRA
  • Strong communication skills with the ability to explain technical issues to diverse audiences
