Job Description
Johnson County's Department of Human Resources is looking for a dynamic Human Resources Business Partner or Senior Human Resources Business Partner to join our team. This is an exciting opportunity for an experienced HR professional with a desire to join a collaborative and high performing team in an organization that positively impacts thousands of lives in our community every day. The HRBP works collaboratively with HR and Department/Agencies/Office (DAO) executive management and serves as a primary point of contact for the assigned portfolio. Through strategic consultation and collaboration with DAO leadership and HR Centers of Excellence (COE), the HRBP supports organizational effectiveness and DAO operational outcomes aligned with people initiatives across the organization. First review of applications will begin on October 29, 2025. The position will remain open until the position is filled. HR Partner: Job Grade: 16.17 Pay Range: (Min) $32.93 to (Max) $49.40 - pay will be based on relevant experience Service Delivery & Consultation
Provide day-to-day HR support and guidance to employees and managers within assigned DAOs, ensuring timely and accurate responses to HR-related inquiries.
- Function as the liaison between Centers of Excellence and DAOs, ensuring consistent and seamless delivery of service,s including employee relations, talent acquisition, performance management, classification and compensation, and compliance.
- Serve as the primary point of contact for DAO leadership on people strategies, providing expert advice and recommendations on complex HR issues in coordination with HR Centers of Excellence (COE).
- Collaborate with DAO and senior leadership to assess HR needs and implement strategic initiatives to optimize organizational performance.
- Serve as a change agent, supporting DAOs through organizational changes and helping to communicate and manage the implementation and impact of HR programs and policies.
- Provide advanced guidance and leadership to DAO supervisors and leaders on conflict resolution, workplace behavior expectations, and employee engagement practices.
Policy Implementation & Compliance
- Ensure consistent application and communication of policies and procedures within assigned DAOs.
- Assist in the implementation of new or updated HR programs and initiatives as directed, supporting training and communication efforts as needed.
- Maintain compliance with federal, state, and local employment laws and County policies, supporting documentation, reporting, and required recordkeeping.
Reporting & Analytics
- Analyze and interpret HR metrics for assigned portfolio, identifying trends and proactively recommending process or policy enhancements to improve engagement, retention, and operational outcomes.
- Compile and submit required HR reports and data, monitoring metrics including but not limited to vacancy rates, turnover, and time to fill for assigned DAOs.
Collaboration & Professional Development
- Collaborate with other HR staff, including COEs, to ensure integrated and consistent HR service delivery.
- Participate constructively in team meetings, training sessions, and professional development opportunities to build knowledge and skills in public sector HR.
Represent the HR department in department-specific committees, work groups, or special projects, as assigned
Senior HR Partner: Job Grade: 17.18 Pay Range: (Min) $38.39 to (Max) $57.58 - pay will be based on relevant experience HR Service Delivery & Consultation:
- Execute the strategic direction for the HR Business Partner function, ensuring alignment with overall business strategy and goals.
- Provide day-to-day HR support and guidance to employees and managers within assigned DAOs, ensuring timely and accurate responses to HR-related inquiries.
- Function as the liaison between Centers of Excellence and DAOs, ensuring consistent and seamless delivery of services including employee relations, talent acquisition, performance management, classification and compensation, and compliance.
- Serve as the primary point of contact for DAO leadership on people strategies, providing expert advice and recommendations on complex HR issues in coordination with HR Centers of Excellence (COE).
- Collaborate with DAO and senior leadership to assess HR needs and implement strategic initiatives to optimize organizational performance.
- Serve as a change agent, supporting DAOs through organizational changes and helping to communicate and manage the impacts of HR programs and policy updates.

- Champion the implementation of new and existing HR policies and County initiatives, ensuring robust communication and consistent application across assigned DAOs.
- Monitor DAO compliance with employment laws, and County standards, addressing and mitigating compliance risks as they arise.
- Serve as a resource to DAOs during audits, compliance reviews, or policy updates.
Reporting & Analytics:
- Analyze and interpret HR metrics for assigned portfolio, identifying trends and proactively recommending process or policy enhancements to improve engagement, retention, and operational outcomes.
- Generate, present and advise on reports regarding critical HR metrics for management decision-making.
Collaboration & Professional Development
- Provide mentorship and technical support to HR Business Partners.
- Collaborate with other HR staff, including COEs, to ensure integrated and consistent HR service delivery.
- Serve as a role model for other HR team members with regards to participation in team meetings, training sessions, and professional development opportunities.
- Represent the HR department in department-specific committees, work groups, or special projects, as assigned
Job Requirements
Minimum Job Requirements for HR Partner
- Bachelor's degree in Human Resources, Industrial/Organizational Psychology, Business Administration or a related field; master's degree preferred.
- Minimum of three (3) years of professional experience in Human Resources
- Professional HR Certification (SHRM-CP, PHR) preferred, or willingness to obtain
Minimum Job Requirements for Senior HR Partner
- Bachelor's degree in Human Resources, Industrial/Organizational Psychology, Business Administration or a related field; master's degree preferred.
- Minimum of five (5) years of progressively responsible professional experience in human
- Professional HR Certification (SHRM-CP, PHR) or willingness to obtain within 12 months
Experience can substitute for education. Preferred Job Requirements for both positions A master's degree in Human Resources, Management, Industrial/Organizational Psychology, Business or Public Administration, or a relevant field of study.
