About the Position The Procurement Officer performs procurement activities for the Maricopa County Sheriff's Office. This position coordinates and administers large or complicated purchases and contracts, serves as the department representative with Office of Procurement Services vendors and suppliers, provides technical expertise, and participates in the development of contract requirements, requests for proposals, and contract compliance. - Bachelor's Degree in Purchasing, Supply Chain Management, Business Administration, Consumer Affairs, Procurement/Acquisitions, or Contracts Management.
OR Combined education and experience qualifications
- Other combinations of education or experience may substitute for the minimum qualifications on a year for year basis.
Other requirements
- CAPA (Certified Agency Procurement Aide) certification within 6 months of hire.
- Designated as a CPPB (Certified Public Procurement Buyer) within three (3) years of hire.
- Must possess a valid Arizona driver's license or have the ability to obtain by the time of hire.
- Training that may be provided on-the-job: Periscope; CGI; Business Objects; Melendres, Critical Policy; FEMA NIMS - IS100 and 700; Safety; Payroll; PREA.
- Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.
Our Preferred Candidate has
- Two (2) years of procurement experience.
- CAPA and CPPB designations prior to hire.
- Experience in a large-scale public sector procurement environment.
- Experience in a law enforcement office environment.

Essential Job Tasks (This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)
- Partners with MCSO end users and Office of Procurement Services to develop contract requirements, requests of proposals, bid reviews, awards, and conduct subsequent end user surveys for product/service satisfaction for use in future solicitations.
- Initiates, facilitates, and participates in pre-bid process for new and continuing large or complicated Article 3 purchases that ensure specific items or acceptable alternatives are acquired cost effectively and within the Procurement Code.
- Initiates formal contract changes as requested by the end user and informs the Office of Procurement Services of changes in a timely manner.
- Maintains a comprehensive record of current MCSO contracts that includes contract amount, current year expenditure, current year balance and total life balance; prepares a monthly report.
- Meets with MCSO end users, County Office of Procurement Services members, vendors, and others to facilitate the procurement process.
- Maintains overall knowledge and understanding of public procurement rules and guidelines and the Maricopa County Procurement Code; implements processes to proactively facilitate adherence within the Procurement Division and with all MCSO employees and divisions.
- Troubleshoots problems, researches issues, prepares relevant questions, solves problems, and makes recommendations to supervisor and management on procurement services related matters.
- Communicates explanations and complex situations concisely and professionally in multiple formats.
- Achieves and maintains requirements for internal (CAPA-Certified Agency Procurement Aide) and external procurement certifications.
- Acquires and maintains the appropriate Purchase Card (P-Card) authority.
- Uses electronic bidding and the enterprise resource system to coordinate purchases for all divisions within MCSO.
- Provides information and training to vendors and MCSO employees regarding payment processes and participates in on-line training procurement training program development.
- Functions as second in command and team leader in Procurement Supervisor's absence.
- Maintains contract and P-Card records and filing system for all documentation on purchasing activity in compliance with the Maricopa County Procurement Code and Record Retention requirements.
- Drives a vehicle to other work locations as required.
- Performs other duties as assigned.
