Job Summary

The Natural Resources Division in the Department of Building and Development is seeking a dynamic and experienced professional to lead and administer the County's Virginia Erosion and Stormwater Management Program (VESMP). The ideal candidate will possess a broad range of skills, including leadership, communication, problem-solving, technical expertise, team development, and industry knowledge. This role requires a strategic thinker who can manage complex projects and issues, foster a collaborative work environment, and drive organizational success.
This position is responsible for the following:
* Possessing and leveraging extensive knowledge related to erosion and sediment control (ESC), stormwater, civil engineering and construction practices, staying informed on trends and regulations to align program goals with organizational vision; * Providing effective leadership by making informed decisions, unifying teams, and advocating for professional development to align projects with organization goals; * Maintaining open and effective communication with staff and all stakeholders, ensuring accessibility and building strong relationships through clear and direct interactions; * Effectively assessing and addressing problems by evaluating issues from multiple perspectives, managing risks, and implementing efficient solutions; * Demonstrating technical proficiency in writing, legal understanding and technology use to support programmatic needs related to plan review, inspections and enforcement; * Empowering and supporting staff by fostering autonomy, collaboration, and mentorship, while promoting a culture of trust and teamwork; and * Supporting the strategic vision of the Division and Department through effective data and resource evaluation.
The ideal candidate will have expertise in state and local ESC and Stormwater policies and regulations, with a broad background and understanding in construction, including field experience. The ideal candidate will exhibit professionalism, open-mindedness, and approachability, fostering a positive and engaging work environment. The ideal candidate will be an organized, team-oriented communicator, skilled in preparing and delivering presentations to staff, the public, the Planning Commission, and the Board of Supervisors. They should excel in building relationships with employees, County officials, contractors, and the public, and be adept at problem-solving and conflict resolution with minimal supervision.
This position is eligible for a $6,000 hiring bonus in accordance with the County's Hiring and Retention Bonus Program. Salary commensurate with experience.

Minimum Qualifications

Bachelor's degree in Engineering from a four year college or university accredited by the Accreditation Board for Engineering and Technologies with coursework related to the assigned area; five (5) years of progressively responsible professional engineering and construction management work experience to include two (2) years of supervisory experience; or equivalent combination of education and experience.

Must be able to work beyond the normal work day as required, and flex one's work schedule to accommodate needs of the position. In addition, must be able to visit and observe active construction projects, often requiring significant walking . Work is performed in a dynamic environment that requires sensitivity to chance and responsiveness to changing goals, priorities and needs.
