The Physical Sciences Laboratory (PSL) is a research and development organization within the University of Wisconsin-Madison, Office of the Vice Chancellor for Research. PSL develops unique instrumentation solutions used in scientific research programs all over the world. Our expertise spans the entire engineering process from initial conceptual design, through engineering development, fabrication, testing, and on-site installation. We have experience with projects at every scale and level of complexity. This position functions as a professional purchasing agent and is responsible for providing professional level procurement services and expertise to all staff and users of the Physical Sciences Laboratory, including the

provision of support to the Wisconsin IceCube Particle Astrophysics Center. Works closely with all research personnel, including daily interactions with the engineering and technical teams. This position performs complicated purchasing activities involving a variety of commodity areas, including scientific instrumentation. This position carries responsibility for securing bids, issuing "purchase order ready" requisitions, processing of procurement card orders, completing

direct payments to vendors, and generally managing the purchasing process in conformance with state statues. Incumbent develops, maintains, and directs internal procurement policies and procedures for the purchase of goods and services; and participates in audits conducted by internal and external entities.

Key Job Responsibilities:
  • Establishes and maintains bid and proposal records to comply with record-keeping requirements
  • Develops and manages solicitations in compliance with regulatory requirements
  • Answers questions and provides guidance regarding specific commodities and service areas to various individuals and groups based on set material or standards
  • Researches third party suppliers to understand available products and services, assesses market conditions, identifies supply options, and makes recommendations for procurement processes
  • Serves as a point of contact for external stakeholders, maintains contracts, and negotiates purchase prices to obtain timely and meaningful contract sourcing results
  • Drafts, submits, and communicates outcomes of procurement requests to suppliers and stakeholders
Department: Compensation: Required Qualifications:

Knowledge of effective procurement practices and bidding methods. Ability to
establish and maintain effective working relationships with customers, co-workers, supervisors, University Business services staff, and vendors.Knowledge of the techniques used in effective oral and written communication.Attention to detail and excellence in maintaining records.

Preferred Qualifications:

Knowledge of State of Wisconsin and University purchasing policies and procedures.Knowledge of University accounting class code structure and
capital equipment policies.

Education:

Bachelor's Degree preferred
