Position Summary

**This position may be underfilled with an Automotive Technician I. The Automotive Technician I salary range is $27.56-$36.17 per hour. **

To provide an advanced level of skills and knowledge required to efficiently and effectively maintain and repair the organization's diverse fleet of vehicles and specialized equipment (e.g. domestic and foreign light, medium, and heavy-duty trucks, SUVs, vans, trailers, backhoes/loaders, sewer flushers, CCTV rigs, air compressors, generators, blowers, line trimmers, lawn mowers, chain saws, etc.) under limited supervision. Experienced workers initiate their daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard recurring situations. Demonstrates a commitment and supports a culture of diversity, equity and inclusion.


Position Responsibilities / Essential Job Functions

  • Routine Maintenance:Without supervision, provide scheduled routine maintenance (e.g. change and/or check various fluids, filters, tire pressure, lubricate chassis, etc.) to a wide variety of vehicles and specialized equipment.
  • Preventative Maintenance: Recognize concerns (see preventative repairs for examples) with various components and/or systems, during routine maintenance, that could result in premature failure before the next scheduled service interval.
  1. Virginia State Inspections: Perform vehicle/equipment safety inspections in compliance with the regulations that are enforced by the Virginia Department of State Police.
  • Preventative Repairs:With limited supervision, make all necessary repairs/adjustments found during preventative maintenance. These repairs range from relatively minor repairs (e.g. bulb replacement, tire repair, re-line brakes, belt and/or tensioner replacement, etc.) to more extensive repairs (e.g. the overhaul of various major components within the following systems: suspension, steering, engine, transmission, transfer case, differential, etc.).
  • Diagnostics:Provide advanced diagnostic skills to locate problems associated with integrated electrical and computer systems found in today's vehicles/equipment. Demonstrate advanced knowledge and experience needed to diagnose mechanical concerns relating to engines, transmissions, transfer cases, differentials, suspension, steering, brakes, fuel systems, ignition systems, etc.
  • Reactive Repairs (Breakdowns):Diagnose and repair a wide variety of failures on a diverse fleet of vehicles/equipment within the shop and also in remote areas (field repairs) in unfavorable conditions (e.g. adverse weather conditions, adverse site conditions, etc.).
  • Commission/Decommission Vehicles and Equipment:Install and remove a wide variety of accessories and materials (e.g. decals, beacons, light bars, two-way radios, passive fuel management systems, tool boxes, inverters, generators, hitches, electric brake controllers, trailer connectors, additional body lighting, computer desks, etc.) as needed for vehicles/equipment to meet the requirements of the assigned department/user.
  • Fabrication/Welding: Provide fabrication, modification, and welding skills necessary to repair vehicles or related equipment.
  • Accountability and Miscellaneous Duties: Track and document all work performed, parts used, and work performed by outside facilities for entry into the database system. Locate and compare pricing on parts. Obtains parts and materials needed for daily operations. Transport vehicles/equipment to outside repair facilities (e.g. glass replacement, body repairs, tires, alignments, etc.). Performs regular shop maintenance and cleaning. Restock supplies and chemicals necessary to complete vehicle and equipment maintenance. Attends various training, seminars, and training. Launder uniforms furnished by the organization.
  • Occasionally, is designated as acting manager/supervisor of the department during the absence of immediate supervisor.
  • Serve as a resource to others in the resolution of complex problems.
  • Prioritize, assign, and check the work of departmental staff.
  • Must have fundamental knowledge of purchasing requirements (e.g. blanket purchase orders, open purchase orders, requisitioning, etc.) to obtain parts, materials, and supplies as needed.
  • Process (code, approve, and document) invoices before forwarding to finance (accounts payable) for payment.
  • Prepare and approve personnel time sheets, overtime sheets, leave slips, etc.
  • Fundamental knowledge of the department's annual operating budget.
  • Maintain an adequate level of materials and supplies necessary to service vehicles/equipment on demand.
  • Operate a Prince William Water vehicle.
  • May be deemed essential at any time.
  • Perform other duties as assigned or required.

Essential Skills and Experience

Essential Competencies:

  • Technical Knowledge:
    • Knowledge and enforcement of environmental, occupational, and safety hazards along with their associated practices and procedures used in a modern maintenance and repair facility.
    • Ability to maintain and repair vehicles/equipment that operate on gasoline, diesel, electricity, and alternative fuels.
    • Advanced knowledge and experience working with advanced integrated computer systems that enhance the operation of vehicles/equipment by monitoring and controlling various components and/or systems (e.g. engines and transmissions, antilock brake systems, tire pressure monitoring systems, supplemental inflatable restraint systems, rollover stability control systems, traction control systems, body systems, instrument panels, climate control systems, etc.).
  • Tools & Equipment:
    • General Tools: Along with the knowledge and skilled use of basic hand tools (e.g. screwdrivers, pliers, wrenches, ratchets, sockets, etc.), and power tools (pneumatic and electric) technicians should also be familiar with specialty tools specific to the trade (spring compressors, pressure testers, ball joint presses, pullers, etc.).
    • Precision Tools: Must demonstrate the ability to effectively use precision measuring instruments such as micrometers (inside, outside, etc.), veneer calipers, dial indicators, torque wrenches, etc.
    • General Equipment: Must demonstrate ability to effectively use the following equipment that is specific to a modern vehicle/equipment repair facility (e.g. brake lathes, oxygen/acetylene torches, plasma cutter, mig welders, arc welders, drill press/milling machine, band saw, floor jacks, transmission jacks, vehicle lifts/hoists, etc.).
    • Diagnostic Equipment: Must have advanced knowledge and experience with the use of diagnostic scanners (e.g. Modis and Pro-link), digital volt-ohm meters, power probes, oscilloscopes, etc. to effectively diagnose complex concerns found with modern vehicles/equipment.
  • Computer skills: Ability to effectively use computers for various reasons (e.g. database/ work order system, e-mail, automotive reference, etc.). Also must have experience with various Microsoft operating systems and software.
  • Ability to understand and follow oral and written instructions; keep simple records and prepare written reports; operate a Prince William Water vehicle observing legal and defensive driving practices; follow established policy and procedures in the performance of duties; communicate effectively, both orally and in writing; and work cooperatively with others.
Minimum Education and Work Experience:
  • High school diploma or GED.
  • At least three years of progressively responsible and/or a variety of experience in the automotive/equipment maintenance and repair field.
  • Or a combination of education and experience as described above.
Required Licenses/Certifications and Other Special Requirements:
  • Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements.
  • Valid Class A Commercial Driver's License with Tanker endorsement upon hire or required to obtain and maintain within 120 days of employment in this position.
  • Valid Medical Examiner's Card from passing a Department of Transportation (DOT) Physical upon hire or required to obtain and maintain within 120 days of employment in this position.
  • Must also pass air brakes knowledge test.
  • Valid Class A Virginia State Safety Inspectors License required upon hire into this position.
Minimum Lead/Supervisory or Management Experience:
  • Supervises and directs the work of others.
