JOB PURPOSE
KES has an exciting opportunity for a Program Manager in support of US Navy C4ISR network systems. In this role, you will manage all cost, schedule, and technical activities for a program involving the design and engineering of afloat, ashore, and airborne network systems.
JOB RESPONSIBILITY SUMMARY
- Overall responsibility for cost, schedule, and technical performance for all program activities and task orders.
- Meet financial objectives by forecasting requirements; preparing budgets; scheduling expenditures; analyzing variances; and initiating corrective actions.
- Recruit, train, assign, and coach personnel assigned to the program; communicate job expectations; plan, monitor, assess, and review job contributions; plan and review compensation actions; enforce corporate policies and procedures.
- Achieve operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; and implementing change.
- Update job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; and participating in professional organizations.
- Must have experience with financial tracking, task tracking and the coordination of engineering, technical support, and ILS support.
- Enhance personal, company, and customer reputation by accepting ownership for accomplishing new and different requests; exploring methodologies to add value to the program; and investigate new business opportunities to enable professional and company growth.
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES

Required:
- Master's degree in Engineering, Business or Management.
- 10+ years of technical experience in Engineering to include with military command, control, computers, communication and intelligence C4I systems.
- This position requires a U.S. Government DoD granted security clearance/eligibility at the final Secret level. Individual must be able to obtain and maintain the necessary security clearance/eligibility for employment
Preferred Experience
- A minimum of eight years of Program or Project Management experience on complex Navy engineering programs and groups of senior personnel. The personnel managed should include senior engineers, engineers, and subject matter experts.
- Supervisory experience must include developing program metrics, budgets and schedules and coordinating efforts of multiple task activities.
- Experience must include knowledge of Federal Acquisition Regulations (FAR) and DoD procurement policies and procedures.
- Understanding of both Navy and SPAWAR engineering policies and procedures.
- Understanding of both Navy and SPAWAR Information Assurance policies and procedures.
- Project Management Professional (PMP) certification desired.
