Overview

Bluehawk Intelligence Services is seeking a Collection Manager Mid that applies intelligence collection systems and capabilities to inform intelligence consumers of collection developments and relevancy through a range of products. Collaborates across the IC to understand customer intelligence needs and gaps to optimize developing and validating collection requirements for the customer. The Collection Manager will also identify and prioritize intelligence gaps, coordinate with internal and external customers to facilitate requirements production, and develop collection management plans for MASINT technical collection activities as defined by National MASINT requirements.



Responsibilities

    Evaluate the efficiency and effectiveness of multi-intelligence (INT) collection against requirements, and the execution of collection plans and strategies to generate reliable and valid intelligence to customers.
  • Assess the value of collected intelligence versus the customers' needs and decision making.
  • Use statistical, algorithmic, mining and visualization techniques to find and interpret data and sources.
  • Manage large amounts of data, ensure data consistency, produce visualizations and develop models to report findings.
  • Assist in developing methods and criteria to evaluate whether collection requirements have been satisfied using Measures of Effectiveness (MOEs), Measures of Performance (MOPs), and responses to collection plans.
  • Identify collection gaps, related trends and opportunities, assess collection options, test assumptions, and produce judgements, recommendations and solutions to refine collection.
  • Produce analyses and identify gaps in collection methods, and model future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.
  • Demonstrate proficiency conducting statistics and using statistical packages such as, but not limited to: Matlab, SPSS, SAS, S-PLUS or R.


Qualifications

  • Demonstrates comprehensive mission knowledge and skills that affirm completion of all developmental training and experiences for the LCAT.
  • Demonstrates the ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and/or technically advanced.
  • Demonstrates the ability to structure analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.
  • Demonstrates the ability to work independently with minimal oversight and direction.
  • Demonstrates the ability to collaborate and work with other IC members on information sharing, driving collections, and addressing analytic disputes and conflict resolution.
  • Demonstrates the ability to develop concise, insightful, and comprehensive products for defense intelligence.
  • Demonstrates the ability to lead teams in researching multifaceted or critical problems.
  • Provides guidance in selecting, designing, and applying analytic methodologies.
  • 8 years of experience conducting analysis relevant to Space Intelligence Data.
  • Bachelor's Degree in an area related to the LCAT from an accredited University.
