About this Position

Pinyon is seeking an Environmental Planner III to support NEPA projects by preparing environmental review documents, coordinating multidisciplinary teams, and collaborating with federal, state, and local agencies. The ideal candidate has environmental consulting experience, strong technical writing skills, and the ability to manage complex projects in a regulated environment while helping advance client goals. You'll join a collaborative team of planners and scientists who value problem-solving, communication, and supporting each other, working on meaningful projects across multiple markets while growing your expertise in federal environmental compliance.


We are preparing for upcoming NEPA and planning project awards and are looking for a skilled planner ready to help advance these efforts. This role will become effective upon contract award, and top candidates will be engaged quickly as projects move forward.

Pinyon has a strong track record in the transportation sector, particularly with FHWA oversight, and we're expanding our portfolio with agencies such as the USACE, FAA, FTA, BLM, USFS, HUD, and WAPA. This position is based in our Tempe, Arizona office, though remote work options may be considered.

Essential Responsibilities

  • Author and contribute to technical writing for NEPA documents, including Environmental Assessments, Categorical Exclusions, checklists, constraints analyses, and where applicable, Environmental Impact Statements.
  • Manage large, multi-author documents (100+ pages) and direct multidisciplinary teams to advance project goals and meet deliverables.
  • Provide guidance to project managers, designers, and planners on NEPA policy and related environmental legislation.
  • Coordinate with federal environmental officers and manage administrative records/decision files for projects with agencies such as USACE, USFS, NRCS, NPS, FHWA, FTA, and FEMA.
  • Support business development by assisting with proposals and developing or contributing to permit applications (CWA Section 404/401, JARPA, JPA).
  • Ensure project commitments are met through effective coordination, communication, and technical leadership.



Knowledge, Skills, and Abilities

Required

  • Bachelor's degree in an environmental discipline (science, planning, or engineering).
  • 5+ years of environmental consulting experience with a focus on NEPA and planning.
  • Experience developing Environmental Assessments for DOI and USDA agencies (NPS, USFWS, USGS, NRCS).
  • Familiarity with federal consultation requirements (e.g., Section 106 NHPA, Section 7 ESA, Section 404 CWA).
  • Strong technical writing and Microsoft Word skills.
  • Ability to manage deadlines, organize complex projects, and direct teams of specialists.



Preferred

  • Experience leading NEPA efforts for transportation projects.
  • Prior work with additional federal agencies (FAA, HUD, WAPA, FTA).
  • Proposal writing experience and/or permitting background.
