Who we are and what we do:

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS). TennCare's mission is to improve the lives of Tennesseans by providing high-quality cost-effective care. Job Overview:

TennCare is committed to improving the quality of health care for its members while maximizing the value of every dollar spent. In pursuing this commitment, TennCare continues to be a leader in innovation through delivery system transformation. TennCare's Strategic Planning and Innovation (SPI) Department plays an integral role for the agency in transitioning health care delivery from a fee-for-service payment arrangement to a payment system based on value. SPI consists of two units: Innovation and Strategy. Both teams drive value-based payment efforts and other strategic initiatives to further TennCare's agency priority of leading innovation through quality and value. The Strategy Associate will be joining the Strategy team (5 individuals), working alongside other teams within the Strategic Planning & Innovation division (11 individuals in total). The Strategy Associate will provide administrative and project management support for efforts to design and implement new value-based payment initiatives as well as evaluate and improve existing value-based programs at TennCare. While supporting these efforts, the Strategy Associate will collaborate with a diverse set of internal and external stakeholders, such as managed care organizations, contractors, provider and hospital associations, and other stakeholders within TennCare. This position reports directly to the Assistant Director of Strategic Planning & Innovation.

Key Responsibilities:

  • Support program management of ongoing SPI operations and various programs the department administers.
  • Support design and implementation of value-based programs. Support duties will include (but not limited to):
  • Project tracking to ensure project deadlines and key deliverables are met;
  • Calendar support for scheduling meetings;
  • Curating Strategy Team meeting agendas and minutes; and
  • Meeting preparations, e.g., developing PowerPoint presentations.
  • Assist with administrative support for active department contracts and management of contracting relationships with consultants.
  • Effectively communicate and coordinate with key stakeholder contractors, payers, and providers such as TennCare managed care organizations, hospital and provider associations, and health care service providers.
  • Support resolution of problems in collaboration with other members of SPI.
  • Support documentation requirements for federal compliance with state directed payment programs.
  • Work independently and within teams with minimal supervision.
  • Perform other duties as assigned by the SPI Director and Assistant Director.

Minimum Qualifications:

Preferred Education & Experience:

Graduation from an accredited college or university with a bachelors degree and experience equivalent to substantial (five or more years of) full-time relevant experience or an equivalent combination of education and work experience may be considered.

Necessary Special Qualifications:

Determined by the appointing authority.

Desirable Qualifications: A bachelor's degree in public health, healthcare administration, public policy, economics, behavioral health or related field. AND

Two (2) years or more of full-time relevant professional experience.

Experience with value-based payment systems.

Experience in health policy.

Experience in health care delivery (hospital, physician practice, etc.).

Experience in public policy. -Proficiency in Microsoft Office software including Word, Excel, PowerPoint, Outlook, and Teams.
