Overview

DecisionPoint Corporation is seeking a Project Manager for the Norfolk Naval Shipyard IT Support Services contract. NNSY's mission is to safely return warships to the Fleet on time and within budget. The NNSY CIO (Code 109) provides comprehensive IT and telecom support that maintains Fleet readiness in logistics, maintenance, engineering, supply, legal, readiness reporting, emergency response, and more. The CIO installs, manages, and secures all shipyard networks and systems; approves IT purchases; and runs a Navy/DoD-compliant Information Assurance program. It supports around 10,000 NMCI seats and leads cyberspace efficiency initiatives while managing SYLAN, SECNET, Mobile Workforce Enablement, NFPCICN, standalone systems, servers, wireless networks, circuits, applications, and devices.



Duties & Responsibilities

The Project Manager shall have a minimum of five (5) years' experience managing IT transformation projects, including task management and coordination, schedule development and management, risk management, quality management, and performance management reporting. Minimum of two (2) years of the five (5) years of experience referenced above shall be directly related to the areas of Network Operations (NetOps) C2 requirements, technology assessments, system design, systems analysis, programmatic support, quality assurance, acquisition planning, or budget planning.

Examples of relevant experience may include the following:

    Lead day-to-day tasking and cross-team coordination for IT transformation projects
  • Build and manage project schedules; track milestones and dependencies
  • Drive risk management (identify, mitigate, monitor) across workstreams
  • Oversee quality management to ensure work meets standards and objectives
  • Produce and deliver performance management reporting to stakeholders
  • Ensure project activities align with NetOps C2 requirements and operational priorities
  • Conduct/coordinate technology assessments; guide system design and systems analysis
  • Provide programmatic support, including quality assurance, acquisition planning, and budget planning


Qualifications

  • U.S. citizen with an active T5 (SSBI) and eligible in DISS; able to work under a contract with Secret FCL and handle classified/unclassified deliverables.
  • Bachelor's degree in an IT related discipline AND 5 years of experience as described above; OR nine (9) years of relevant experience as described above.
  • Current PMP or ITIL v3 Intermediate (ITIL 4 Managing Professional preferred).
  • Seven+ years leading IT projects/programs, including 2+ years in NetOps C2-related work (e.g., technology assessment, system design/analysis, programmatic support, QA, acquisition or budget planning).
  • Demonstrated mastery of scope/schedule/cost/risk/quality management and performance reporting on federal contracts.
  • Experience managing enterprise IT service desk operations and end-user support in a Navy or DoD environment.
  • Familiarity with QASP-aligned quality control, CDR/metrics reporting, and audit-ready documentation.
  • Knowledge of Navy/DoD cyber and OPSEC requirements; able to coordinate with security for badges/CAC and site access.
  • Proven success leading multi-shift, on-site teams with surge/after-hours support at an industrial base or shipyard.
