Correctional Officer Lieutenant


Department: Community Reintegration Center (CRC)


Full-time, Hourly


Hourly Range: $37.34 - $45.00/hr



Job Summary


Lieutenants supervise all correctional officer staff on a specified shift. Their objective is to inspect and ensure all areas of the facility meet security health and maintenance standards in accordance with federal state and local jail codes. Lieutenants complete violation hearings for residents and administer proper discipline and lock-up orders. Lieutenants run and monitor the daily operations for staff including scheduling, call ins, checking jail logs and RMS reports, touring housing units and segregation areas, and performing wellness checks on residents. Security is a daily responsibility which includes performing shakedowns, dealing with non-compliant residents and medical emergencies, PREA complaints, use of force reporting, reviewing cameras for any incidents or injuries onsite.



Work Schedule: The CRC is a 24/7 department which includes positions to work on 1st, 2nd and 3rd shift. Lieutenants will be required to work 40 hours per week plus overtime which includes weekends and holidays.



Job Responsibilities



  • Leadership & Supervision - Directly supervises Sergeants and Correctional Officers. Provides coaching, mentoring, and oversight of staff performance. Conducts evaluations, recommends discipline, and enforces accountability. Ensures adequate staffing levels and shift coverage.
  • Security & Facility Operations - Oversees resident counts, housing unit operations, searches and security checks. Responds to emergencies and assumes command during critical incidents. Reviews incident reports, use of force documentation, and disciplinary records. Ensures adherence to security policies, classification standards, and safety protocols.
  • Resident Management & Resident Programs - Monitors resident housing assignments, movement, visitation, and recreation. Reviews grievances and disciplinary hearings for fairness and compliance. Coordinates with programming, medical, and mental health staff to support resident needs while maintaining security.
  • Policy Compliance & Administrative Duties - Interprets and enforces facility policies, procedures and regulations. Prepares reports, shift logs, and documentation for upper management. Participates in audits, inspections, and investigations. Ensures compliance with PREA, ACA, NCCHC.
  • Training & Staff Development - Provides training on emergency response, security practices, and inmate management. Ensures staff certifications (e.g., CPR, first aid, defensive tactics, etc.) remain current. Conducts roll call briefings and debriefings to maintain operational readiness.
  • Emergency Preparedness & External Coordination - Leads and evaluates facility emergency drills. Maintains readiness for fires, escapes, disturbances and medical crisis. Coordinates with law enforcement, fire, and medical agencies.
  • Ability to lift and carry up to 50 lbs.; ability to push and pull up to 100 lbs.
  • Other duties as assigned.



Required Education, License/Certification and Experiences



  • Current residency within the State of Wisconsin upon application required
  • Valid Wisconsin Driver's License required and must be maintained throughout incumbency
  • High School Diploma, GED or equivalency required
  • Two (2) years or more of work experience in a Correctional Officer role required
  • Six (6) months or more of work experience in a Supervisory or Management role required
  • Law Enforcement Standards Board (LESB) certification required
  • Self-Contained Breathing Apparatus (SCBA) certification required
  • CPR certification required
  • Taser certification required
  • 24-hour Yearly In-service recertification training required
  • Intermediate knowledge of all related computer and software applications such as Microsoft Word, Excel, Outlook, PowerPoint and Teams required
  • Excellent communication and decision-making skills are required



Preferred Education, License/Certification and Experiences



  • Associate degree or higher in Criminal Justice or closely related field preferred
  • Previous experience with software applications such CMS, RMS, Livescan or Morpho ID preferred
