ANALYGENCE is seeking a Program Manager/Technical Lead to support the Department of Homeland Security's Office of Intelligence and Analysis. In this role, the Program Manager will provide senior-level mentorship to both analysts and managers, leveraging lessons learned from evaluations of I&A production against IC tradecraft standards and best practices, tailored to the DHS mission context. Responsibilities include assessing results from monthly diagnostic analyses, reviews conducted in support of the Analytic Ombudsman, and other requirements identified by leadership. Based on these findings, the Program Manager will deliver targeted recommendations for tailored remediation efforts to strengthen the performance of analysts and analytic managers.



  • Provides relevant technical area lead and program management support.
  • Leads team on projects of various layers of complexity; createssolutions involving or affecting financial, scheduling, methodology,tools; prepares long and short-range plans for application selection,systems development, processes, procedures and production
    methods.
  • Creates, manages, and monitors associated support services necessary for programs and projects.
  • Works with Government staff (i.e., Contracting Officer, COR, etc.) toestablish and implement program goals and provide key performancemetrics to establish a strategic baseline.
  • Creates and maintains a detailed work plan to include specific tasks,assignments, task dependencies, milestones, and schedule for alltasks.
  • Builds and maintains qualified, full-time staff according to customerand mission priorities.
  • Maintains awareness of emerging capabilities and technologies inarea of expertise.
  • Acts as a bridge for the complex gap between the non-technical functions of management and the technical requirements of work areamission and its personnel.
  • Experience working with Microsoft Office suite.
  • Bachelors Degree and a minimum of 10 years of relevant experience in theIntelligence Community (IC); or Associates Degree and a minimum of 12years of relevant experience in the Intelligence Community;Or Masters Degree and a minimum of 8 years of relevant experience in theIntelligence Community.
  • Relevant all-source analytic training for a recognized IC schoolhouseand/or IC member certification.
  • Direct experience as a Team Lead or above at in IC member where duties included conceptualization support to more junior analysts.
  • Experience using ICD 203.
  • Active TS/SCI Clearance
