JOB SUMMARY

The Evaluation and Projects Specialist plays a vital role in supporting both CAP Tulsa's early childhood evaluation initiatives and the evaluation requirements of the Oklahoma Early Childhood Program (OECP). This role plays a key part in implementing evaluation plans, managing datasets, analyzing data, and supporting program compliance. The Specialist also coordinates school support visits, liaises with key stakeholders, and assists with accreditation and grant-related reporting. This position requires strong skills in project coordination, data management, communication, and cross-functional collaboration. This position involves frequent interaction with internal departments, schools, and external partners and requires the ability to prioritize tasks, manage timelines, and problem-solve in a dynamic environment.


RESPONSIBILITIES/ESSENTIAL JOB FUNCTIONS

  • Assist in designing and implementing evaluation plans, including timelines, sampling, instrument selection, and communication strategies.


  • Collaborate with internal teams and external research partners to coordinate research and evaluation projects related to CAP Tulsa and OECP.


  • Collect, clean, analyze, and manage both qualitative and quantitative data from multiple sources (e.g., ELQA, E-DECA, My Teaching Strategies).


  • Provide analytical support for internal reports, including but not limited to:

    • Bilingual staffing reports.
    • Human resource data analysis.
    • Census updates.
    • Attendance, classroom configuration, PSR, and monthly outcomes.
    • Governance reporting for OECP.
    • Internal customer service evaluation.
    • TE Appraisal and Implementation Guide analysis.




  • Support technical assistance visits for CAP and OECP partner schools across Oklahoma, serve as a data liaison to hel schools interpret and use data effectively, and facilitate data-informed decision-making at the site level; occasional in-state travel required.


  • Support logistics for NAEYC accreditation, contribute to department and agency reports-including but not limited to; Head Start TTA narratives, updates to education department guides, annual reports, and funding applications and implementation resources.


  • Track, prepare, and submit OECP purchasing requests, especially those related to evaluation contracts and compliance documentation.


  • Contribute to the planning, development, and implementation of pilot programs and special research or evaluation initiatives.
  • Establish and maintain productive relationships with internal teams and external stakeholders; participate in relevant community and partner meetings.


  • Provide assistance with programs such as PITC and other early childhood initiatives as needed; perform other duties as assigned.



Required Education/Experience


  • Bachelor's degree required.
  • Two years of relevant work and/or research or project management experience.
  • Experience related to project management is preferred.

Work location

In-person work, and collaboration are requirements for this position. Employee is expected to physically report to assigned work site as scheduled by supervisor. At agency discretion, this position may be allowed to engage in remote work for specified periods of time or a determined percentage of work schedule; however, this is not guaranteed. Temporary remote workdays may be approved for circumstances such as, but not limited to, inclement weather, special projects, or travel. These arrangements are approved on an as-needed basis, with no expectation of ongoing continuance. All remote work arrangements are made on a case-by-case basis, focusing first on the business needs of the organization.


Essential Physical & Mental Requirements


Work is a normal office environment. Employee is subject to standing, stooping, walking, lifting, and carrying objects throughout daily job performance. Intermittent effort involving lifting of amounts between 5 and 25 pounds required. Work requires moderate attention to detail and deadlines between 15% and 45% of the time. Driving is required intermittently, with exposure to normal traffic hazards.
