Position Summary: We are seeking a detail-oriented and experienced Mid-Level Pricing Analyst to support the development of compliant, competitive, and compelling cost proposals for US Government contracts. The ideal candidate will have extensive experience pricing Government solicitations (including RFPs, RFQs, and IDIQs), building cost and price models, and contributing to or leading the development of the cost volume narrative.
A day in the life of a Proposal Pricing Analyst: As a Pricing Analyst, you'll work hand in hand with leaders throughout the company and play an integral role in activities associated with strategic and competitive pricing and development of cost/price proposals. You will be responsible for creating pricing models, based on anticipated cost elements, designed to ingest cost information from the business and technical teams in the development of routine and complex proposals in response to customer requests and specifications.

Have a demonstrated ability to think analytically and apply solid judgment when interpreting and applying data, contract terms and conditions, and regulatory requirements to work products. Have interpersonal skills to communicate effectively with all levels of management and individual contributors. Key success factors include ability to plan and manage a schedule, commitment to on-time performance, and the ability to support concurrent proposal assignments in a time sensitive environment.
The ideal candidate will have at least 5 years of experience pricing competitive Government contracts and writing Government Cost/Price proposals and a Bachelor's degree.

Key Responsibilities:
  • Develop, analyze, and refine detailed cost and price models in support of Federal proposal efforts, ensuring alignment with solicitation requirements.
  • Interpret and apply Federal Acquisition Regulations (FAR), agency supplements (e.g., DFARS), and Cost Accounting Standards (CAS) to pricing strategies.
  • Collaborate closely with proposal, contracts, technical, and operations teams to gather inputs and ensure pricing reflects technical and management solutions.
  • Prepare and write compliant, persuasive cost narratives and business volumes, including justification of rates, assumptions, basis of estimates (BOEs), and pricing methodologies.
  • Conduct "what-if" analyses, risk assessments, and price-to-win (PTW) evaluations.
  • Support audits, fact-finding, and negotiations with government customers or prime contractors.
  • Maintain pricing templates, tools, and historical pricing data for reuse and benchmarking
What we are expecting from you:
  • Ensures that proposals are priced and accomplished in accordance with Hexagon US Federal policies, strategies, and sound business practices and are in compliance with FAR and DoD regulations.
  • Create pricing models for proposal bids, contract modifications, quotes, price book parts, and other pricing related exercises as needed.
  • Demonstrated knowledge in building pricing models to include direct labor costs, subcontractor/vendor costs, and other direct costs, and how to properly apply indirect costs and fee.
  • Develops/prepares complete and accurate proposal package, including pricing models, explanatory notes, ground rules and assumptions, and exceptions to customer RFP/RFQ guidelines. Integrates necessary reports, basis of estimates (BOEs), and supporting schedules, etc. into Cost/Price Volume.
  • Assists with the collection and analysis of publicly available information to generate meaningful analyses and strategic pricing solutions that improve the price competitiveness and win rate of proposals.
  • Assist with price/cost analysis on subcontractor proposals.
  • Knowledge of contract types to include T&M, Cost-plus, and Firm-Fixed-Price.
  • Prepares Proposal Compliance Checklist associated with cost/price volume and partners with Contracts Administrator and Proposal Manager / Program Manager to ensure compliance throughout the proposal lifecycle.
  • Coordinates cost/price volume preparation activities among functional departments.
  • Participates in should-cost and pricing reviews with management.
  • Strong Excel skills.
  • Provide various pricing related analysis and reporting as needed.
  • Ability to work independently in a high-volume contracting environment.
  • Ability to analyze a problem and recommend solutions, problem solving skills.
  • Ability to communicate both orally and in writing.
  • Presentation skills with ability to distill and explain complex info simply and concisely.
Qualifications:
  • Required:
  • Bachelor's degree in Finance, Business, Accounting, or related field (or equivalent work experience)
  • Minimum 5 years of experience in pricing or cost proposal development for Government contracts
  • Demonstrated expertise in developing fully burdened labor rates, cost build-ups, and pricing models (Excel-based)
  • Proven ability to interpret and comply with FAR/DFARS and other applicable regulations
  • Preferred:
  • Familiarity with indirect rate structures and rate development
  • Prior experience working with small or mid-size Government contractors
  • Desire to learn additional proposal-related functions
  • Knowledge of GSA MAS and pricing related to GSA Schedule
Level of Security Clearance: Ability to obtain Secret Clearance preferred
Expected Travel: 10%
