Job Description:

We are searching for a Building Automation Systems Specialist to join our team at Oregon State Treasury. This position is responsible to maintain and optimize our state-of-the-art building's automated systems.

The Oregon State Treasury (OST) facility is a demonstration of resilient design, designed to protect occupants from a Cascadia Subduction Zone magnitude 9.0 earthquake, floods, wildfires, windstorms, and/or a volcanic eruption. It is designed to be operational 24/7 post-disaster for the 100 full-time OST staff, as well as support visiting staff from other state agencies. Our building has received the following awards/certifications:

  • First US Resiliency Council Platinum Building in Oregon

  • First US Resiliency Council Base-Isolated Structure in the United States

  • AIA Oregon 2030 Award 2022

  • Targeting International Living Future Institute (ILFI) Net Zero Energy Certification

This position will lead the configuration, integration, and maintenance of systems, while optimizing energy efficiency and operational resiliency. The person in this role will work as part of a three-person facilities team. Our building is one of the most technologically advanced facilities in the state, featuring integrated building automation platforms, a Schneider microgrid, and systems to achieve net-zero energy goals.

We are seeking someone who has experience and exposure to maintaining a state-of-the-art building and is excited about learning all of the ins and outs of this amazing building.

Job Duties Summary

  • Maintain and oversee the operation of advanced Business Automation Systems (BAS) technologies, including the Niagara Framework, Schneider Microgrid, and CopperTree Analytics.

  • Use BAS data and performance metrics to identify and prioritize facilities-related issues, such as anomalies in HVAC, electrical, or mechanical systems.

  • Develop recommendations for addressing system inefficiencies or failures, presenting options to management for resolution.

  • Collaborate with facilities staff and contractors to coordinate responses to maintenance issues and ensure timely resolution.

  • Maintain system documentation, including normal operating conditions, vendor service reports, and troubleshooting guides.

  • Ensure compliance with cybersecurity protocols to safeguard BAS operations and connected systems.

  • Coordinate with IT to ensure proper oversight of the subnet dedicated to the BAS, including configuration and management of connected components.

  • Manage and maintain all non-TCP/IP network architecture, such as Modbus and other proprietary communication protocols, to ensure seamless integration and reliability of BAS components.

  • Design and implement system changes and upgrades in Treasury facilities to improve performance, resiliency, and energy efficiency.

  • Lead the implementation of building automation systems at new facilities as needed, ensuring compatibility with existing platforms and alignment with organizational standards.

  • Conduct system testing and commissioning to verify functionality and adherence to specifications for all networked and non-networked components.

  • Maintain comprehensive documentation of all system architectures, including network diagrams, component configurations, and vendor interactions.

  • Oversee the operation and performance of the Schneider Microgrid, including managing solar photovoltaic systems and battery energy storage systems (BESS).

  • Make strategic decisions to balance energy efficiency and resiliency, such as shedding non-critical loads during emergencies and leveraging BESS to reduce peak daytime energy demand.

  • Conduct quarterly energy analyses to identify opportunities for system optimization and cost savings.

  • Oversee ongoing commissioning activities to ensure all systems are operating efficiently and deficiencies are addressed.

  • Prepare annual reports on net-zero energy performance, providing actionable recommendations for improvement.

  • Plan and oversee multi-facility projects, including system upgrades, expansions, and new implementations.

  • Develop project scopes of work, budgets, and timelines, ensuring alignment with organizational goals and priorities.

  • Serve as the primary point of contact for stakeholders, including contractors, vendors, and internal teams, providing regular updates on project progress.

  • Identify risks and propose mitigation strategies to minimize disruptions during project execution.

  • Document all project-related decisions, outcomes, and lessons learned to inform future initiatives.

Work Schedule

This position will have the opportunity for a hybrid (remote and in-office) work location schedule; in-office work will be predominately from Treasury's Salem office . Occasional work will be performed at Treasury's office in Tigard. This position will work from the office up to three days a week with additional days in the office for facilities office coverage and other business needs.

Salary Range

$84,840 - $130,416 annually.

Job Classification

This position is classified as a Facilities Engineer 3 . This position is a SEIU represented position .

Required Minimum Qualifications

A Bachelor's degree in either Civil, Electrical, Structural, or Mechanical Engineering, Construction Management Engineering, or Energy Management Engineering; AND four years of engineering experience.
