Sr. Software Developer
Position Summary:
As Sr. Software Developer, you will provide development support to NSWCPD Code 104 to include design, programming, testing, and evaluation of software and systems for the Naval Surface Warfare Center Philadelphia Division. This is a hybrid position with some remote work expected.
Clearance Requirement:
- Must be a US Citizen with a Secret security clearance
Essential Functions and Responsibilities:
- Develop requirements for systems based on local Systems Engineering Processes, DoD and NAVSEA guidance, and commercial specifications as applicable.
- Perform Analysis of Alternatives (AoA) for various information systems options.
- Provide software engineering services that include development and maintenance in support of software technical documentation and requirements.
- Provide remote and on-site troubleshooting and root cause analysis support.
- Address issues and implement solutions in the System Problem/Improvement Report (SPIR) database.
- Support architecture, design, development, utilization, authorization, maintenance of, and migration to/operation on Department of Navy authorized cloud system providers were approved by management.
- Develop solutions to leverage authorized cloud technology offerings.
- Provide recommended solutions to gaps between existing capabilities and departmental requirements.
- Identify success criteria regarding cloud deployments.
- Manage, coordinate and track work across all functional areas of project.
- Analyze and propose ideas, suggestions, and improvements relating to customer support.
- Ensure that all software development activities align with Department of Defense (DoD) security standards and comply with relevant regulations, such as Risk Management Framework (RMF) requirements. Establish and enforce security policies, standards, and practices throughout the software development process.
- Ensure adherence to relevant security standards, regulations, and compliance requirements.
- Facilitate collaboration and communication between various agencies and departments within the Department of Defense to ensure cohesive and interoperable software solutions. Work closely with development, operations, and security teams to foster collaboration and ensure a unified approach to security.
- Identify, assess, and manage risks associated with software programs, including cybersecurity risks and potential impacts on mission-critical systems.
- Support implementation of rigorous processes to ensure that software products meet or exceed command requirements.
- Maintain thorough documentation of software programs and provide regular reports to DoD leadership on project status, milestones, and potential issues.
- Ensure that software systems are designed and developed with interoperability in mind, allowing seamless integration with other DoD systems.
- Develop and maintain plans for cybersecurity preparedness, including response strategies for potential cyber threats and incidents.
- Promote and enforce secure coding practices within the development teams.
- Integrate security checks into CI/CD pipelines to catch vulnerabilities early in the development process.
- Define and track key security metrics, providing regular reports to leadership on the status of security initiatives and improvements.
- Keep abreast of evolving security threats, vulnerabilities, and industry best practices to continually to improve the security posture of the organization.
Required Education, Skills, and Experience:
- Master's degree in Computer Science, Information Technology, or an equivalent technical degree from an accredited college or university or equivalent professional certification for years of experience per CSWF certification requirements.
- Certification that is IAT lvl 3 compliant (CASP+CE, CCNP Security, CISA, CISSP (or Associate), GCED, GCIH, CCSP)
- Ten (10) years' experience in development and management of software solutions by studying information needs; conferring with users; studying systems flow, data usage and work processes; investigating problem areas; following the software development lifecycle.
- Problem solving and troubleshooting skills
- Good verbal and written communication skills, including the ability to describe technical implementations
- Organize work activities to ensure timely completion of assigned responsibilities
- Create/describe work activity estimates, progress and issues
- Motivated, self-starter who is able to thrive in a fast, rapidly changing environment
- Desire to learn
- Foster positive work relationships with customers, co-workers, and visitors
Preferred Skills and Experience:
- Developing in SharePoint.

- Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
- Ability to speak, read, hear and write, with or without assistance
- Ability to use phone and computer systems, copier, fax and other office equipment
