We are actively looking for a Senior Port Planner to join our Seattle office. The Senior Port Planner will be responsible for leading a team in the planning, analysis, and design of Navy shipyards and infrastructure, non-federal Shipyards, as well as port cargo facilities, which can include container terminals, as well as Ro-Ro, energy, offshore wind marine terminals, breakbulk and bulk terminal operations.

Duties and responsibilities:

  • Understand a Client's needs and respond by putting together a team, a technical approach, and a proposal to solve the client's challenges
  • Develop strategic plan to track opportunities to sell all Moffatt & Nichol services in coordination with MN practice and client account leaders.
  • Lead a team in the planning, analysis, and design of Navy shipyards and infrastructure and NAVFAC programs/projects.
  • Provide expertise in the planning, operational analysis and design development of container terminal operations and infrastructure improvements
  • Identify, analyze, and prepare shipyard and terminal optimization plans to align with client operational needs. Participate in the development of corresponding strategies for the design and NEPA planning and programming.
  • Provide assistance and leadership on project teams to assist with the integration of technical engineering teams with environmental and regulatory activities through the state (SEPA/CEQA) and federal (NEPA) project review and permit processes.
  • Manage planning level projects and tasks with consideration of scope, schedule, budget to meet client needs and expectations.
  • Participate in workshare across multiple offices from a leadership and execution perspective that is needed to maintain relationships and to monitor the status of work needed to deliver successful projects from a client, business and people perspective.
  • Manage the design and construction administration of new and/or rehabilitated port facilities including backlands, gate, terminal, and wharf infrastructure.
  • Perform due diligence studies for new terminals, retrofit terminals and/or port systems
  • Program management including design services management, cost estimating, contracting, and quality assurance
  • Collaboration with various teams within Moffatt & Nichol including:
    • NAVFAC SIOP program staff
    • East and Gulf Coast Port Planning and Design staff
    • West Coast Port Planning, Simulation & Emulation staff
  • Work collaboratively with the MN Commercial and Economics group as part of project planning and specialty due diligence work.
  • Business Development team. Assist in project scoping, contract pursuit strategies, and SAME event attendance.
  • Occasional need to perform temporary duty (TDY) assignments and work outside of the country

Qualifications:

  • Bachelor's degree in Engineering or Planning; required
  • 15+ years of port planning, engineering and management experience; required
  • Professional Engineer Registration (PE) and/or AICP Certification; required
  • Experience managing projects listed above and developing business with clients; required
  • Existing relationships with West Coast and Pacific ports, Navy shipyards and/or Department of Defense bases; required
  • Academy of Coastal, Ocean, Port & Navigation Engineers (ACOPNE) certification in the Port Engineering category; preferred
  • Ability to mentor and train others
  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Base salary range:

$146,000 to $194,000 based on years of experience, level of education obtained, professional registration, and meeting required qualification in job description.

Base salary range only applicable for candidates who will be hired and working in the Washington markets.

Working conditions:

Must be able to work outside, exposed to all weather conditions including heat, cold, and rain. Standing and walking will be required throughout the course of a normal day. The wearing of personal protective equipment including, but not limited to, shoes, a safety vest and a hard hat will be required. Other tasks will require sedentary period for computer input and document review. Required to observe all safety and health requirements for container terminal environment. Must have a passport or be able to travel internationally.

Physical requirements:

Sedentary for prolonged period of time, interact with clients, and travel occasionally. Must be able to navigate terrain and be outside for long periods of time.
