Position Summary: JMT is seeking an experienced professional to grow a Tennessee Environmental and Cultural Resources practice. In this role, the selected candidate would lead JMT's client interface for such services, with a particular focus on JMT's current Pre-construction Environmental On-call contract with TDOT. The ideal candidate would have extensive experience providing environmental consulting services to TDOT and other Tennessee and state-adjacent clients, and interest in joining a national staff of 80 NEPA practitioners, environmental scientists, archaeologists, historians, engineers, and designers to lead exciting and complex projects for TDOT, other Departments of Transportation, Federal agencies, and local clients. You will be joining an established, national environmental and cultural resources team with staff located throughout the country. This position offers an opportunity to build existing and new client relationships, diversify our environmental and cultural resources portfolio, and assist in growing all of JMT's service offerings throughout the firm.

Essential Functions and Responsibilities



  • Lead and grow JMT's Tennessee Natural & Cultural Resource (N&CR) Practice. Reports to JMT's local Office Manager but works closely with the N&CR Practice Leader, Director of Transportation NEPA, Cultural Resources Manager, and other Section Heads to grow N&CR's and JMT's client base in Tennessee, adjacent states, and beyond.
  • Function as client manager for TDOT Environmental and other clients.
  • Lead and manage the preparation of NEPA documents (Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, PEL Studies, Administrative Records, etc.), natural environmental technical reports, and other regulatory documents for transportation and non-transportation projects.
  • Manage and/or assist with the preparation of a wide variety of environmental studies and regulatory permitting efforts (Clean Water Act, Endangered Species Act, National Historic Preservation Act, etc.), hazmat and environmental compliance, ecological assessment and restoration, mitigation, socioeconomic and community studies, and environmental compliance monitoring during construction.
  • Prepare project schedules, milestones, budgets, and workload projections/staffing needs.
  • Hire, train, develop, mentor, manage, and conduct performance reviews for staff.
  • Lead Business Development efforts including preparation of scopes of work, fee proposals, and responses to RFP's, develop teaming arrangements, and attend and present at project/contract interviews. Participate in Business Development initiatives and strategic planning efforts with other JMT offices, regions, and N&CR personnel.
  • Manage subconsultants.
  • Manage the financial performance of the section.



Nonessential Functions and Responsibilities



  • Perform other related duties as assigned.

Required Skills

  • Proficiency in Microsoft Office Word, Excel, and PowerPoint and familiarity with GIS, AutoCAD and/or Microstation.
  • Exceptional communication, organizational, and technical writing skills.
  • Personnel management & mentoring.

Required Experience

  • Bachelor's degree in natural resource management, environmental or natural science, planning, or a related field, or a Master's degree in archaeology or historic preservation
  • 10+ years of experience with essential functions and responsibilities as outlined above with a focus on TDOT projects, regulations, and procedures.
  • Experience managing large, complex transportation NEPA or Permitting efforts and leading teams producing these studies.
  • Extensive experience preparing technical and qualifications-based proposals.



Preferred Experience



  • Master's degree in natural resource management, environmental or natural science, planning, or a related field.
  • Professional certification or license such as American Institute of Certified Planners, Certified Environmental Professional, or Project Management Professional.
  • Experience managing non-transportation NEPA documents.
  • Experience managing environmental staff.

Working Conditions

Work is performed within a general office environment. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.

A reasonable amount of local and in-state travel is required, primarily to and from client sites for meetings or field work, and to other JMT offices as needed. Occasional out-of-state travel may be required.
