HDR has an exciting opportunity for a Flood Consequence Practice Leader to join our team in Northern California. HDR is a water, hydropower and dam and levee safety industry leader. We are expert FERC Part 12 Dam Safety Program practitioners and water resources engineering, and we are at the forefront of performing consequence and life loss estimates for FERC Comprehensive Assessments (CA), owner risk assessments, and flood damage mitigation projects. Flood consequences includes assessment of physical damage, potential loss of life, and more. This position is well-suited for a talented, highly experienced individual who is interested in being a leader in the industry and contributing to innovative and challenging projects involving dams, hydraulic structures, levees, and other related water resources infrastructure.

The Flood Consequence Practice Leader is responsible for the direction, coordination and quality of work associated with the modeling and assessment of the consequences associated with the failure or exceedance capacity of dams, levees, and flood control projects.


The primary duties for the Flood Consequence Practice Leader include:


  • Lead, assist with, or provide oversight of consequence analyses utilizing standardized methods such as LifeSim, FIA, and RCEM.
  • Work independently as project manager and provide oversight and mentorship of project and junior staff. This role includes leadership and expansion of HDR's consequence services including client and strategic project development with Federal and State government agencies, water agencies and utilities, and power utilities.
  • Serve as a mentor for technical staff and assist with staff development and recruiting to grow HDR's consequences program.
  • Provide technical leadership, direction, and oversight for risk assessment projects.
  • Build and maintain client and practice wide business class relationships and participate in project scope development, reviews and quality control/assurance processes.
  • Participates in business class practice and professional discipline groups, project teams and activities to continually improve standards and best practices, and implement effective quality assurance and quality control reviews.
  • Collaborate with other inter-related discipline practice leads such as computational hydraulics, structural, geology, geotechnical, civil, mechanical, CADD and GIS among others. The position will also require coordination with HDR's other regional and corporate business class technical leads and advisors.
  • Perform or be part of the team performing potential failure modes analysis (PFMA) and Level 2 risk assessment (L2RA) as part of FERC Part 12D Comprehensive Assessments.
  • Provide and support risk-informed decision making (RIDM) processes.
  • Evaluate baseline risk and risk-reduction measures developed during risk workshops.
  • Serve as a subject matter expert on risk review boards.
  • Conduct engineering analyses, evaluations and designs; develop design options or recommendations for hydropower, pumped-storage and related dam safety projects.
  • Conduct fieldwork associated with the evaluation of dam safety risk.
  • Provide project/task management and proposal preparation management and support.
  • Develop technical reports and risk management cases that assess dam safety risk, mitigation options, and regulatory compliance.
  • Some travel is required

Preferred Qualifications

  • Professional Engineer (PE) license
  • Minimum of 10 years of relevant professional experience.
  • Experience with dams, water conveyances or other constructed project works and infrastructure associated with hydropower and pumped-storage projects regulated by FERC, USACE or other agencies.
  • Familiarity of, and experience with FERC's Part 12 Dam Safety Program, with emphasis on CAs, PIs and risk assessment.
  • Experience working with and leading a multi-discipline team and providing expert level guidance on dam safety and risk assessments.
  • Knowledge and experience with the FERC regulatory process including STIDs, PFMAs, CSIRs, and SQRAs.
  • Approved FERC Independent Consultant or ability to demonstrate same within 1-2 years.
  • Completion of training necessary to serve as IC or Facilitator for CAs.
  • Proficient with Microsoft Office, Excel and Word, AutoCAD and/or MicroStation. Strong written and verbal communication skills.
  • Self-motivated, able to work independently and with a project team to completion of task.
  • Ability to travel as needed for inspections, meetings or other requirements.
  • Demonstrated leadership, business development and strategic planning skills

Required Qualifications
  • Bachelor's degree in related field
  • 15 years related experience
  • A minimum of 7 years project management experience
  • Proficient with Microsoft Office, estimating and scheduling software, project management software
  • Must have the ability to interact with various design teams, have excellent organizational, project management and communication (both written and verbal) skills

The expected compensation range for this position is $147,917.00 - $240,125.00 annually depending upon skills, experience, education and geographical location.
